Careers Education, Information Advice & Guidance Update Impact on providers of CEIAG relating to Education Act 2011 – Clause Careers Education & Careers Guidance Development of National Careers Service New Ofsted Framework – January 2012 Draft Career & Work-related Learning Framework Slides located on

Education Act 2011 – Careers Education & Guidance A new duty on schools in England to secure independent careers guidance for all pupils in years 9 to 11. Removal of the duty on schools in England to provide careers education for Y7- Y11 Removal from schools and colleges in England of the duty to provide careers advisers with access to pupils and students and information on pupils and students for the purposes of giving guidance. Removal of the separate duty on schools in England to provide careers information but continuation of the duty in further education institutions. The collection and publication by the Government of data about the kinds of activities that pupils from a school or college go on to do after they leave.

Statutory Guidance for Schools on Careers Guidance for Young People To be published in Spring 2012 – DFE website Extract from early draft document Providing careers education for young people The requirement for schools to provide a programme of careers education (section 43 of Part VII of the Education Act 1997) will be repealed as the Government does not consider it is necessary to legislate for this. The removal of this provision does not imply that careers education is unimportant. Schools should recognise that the range of activities encompassed within the term ‘careers education’ are important in contextualising the careers guidance on offer to pupils, supporting the development of decision making and career management skills. Schools should consider how these activities are best delivered, taking into account the particular needs of their pupils.

6 National Careers Service (NCS) - September 2011 via DirectGov website and telephone helpline Fully operational website by April 2012 From September LA no longer responsible for universal career guidance LA will continue to have responsibility for supporting the most vulnerable including meeting their IAG needs Statutory Guidance for Schools on Careers Guidance for Young People – DFE Spring 2012 Other National Changes

New framework Jan 2012 Four themes – the achievement of pupils at the school the quality of teaching in the school the quality of leadership and management of the school the behaviour and safety of pupils at the school Time between inspection increased if “outstanding” Schools can pay for an OFSTED inspection

Ofsted evaluation schedule for the inspection of maintained schools and academies Grade descriptors: the achievement of all pupils including those with disabilities and those with special educational needs: Achievement of pupils at the school Outstanding They develop and apply a wide range of skills to great effect, including reading, writing, communication and mathematical skills across the curriculum that will ensure they are exceptionally well prepared for the next stage in their education, training or employment. How will inspectors view Careers Education

9 In addition, inspectors must consider: ….. gain a well-informed understanding of the options and challenges facing them as they move through the school and on to the next stage of their education and training ………… - - the progression and destination of pupils when they leave school.Outstanding ….. pupils and groups of pupils have excellent experiences at school, ensuring that they are very well equipped for the next stage of their education, training or employment.

10 A number of frameworks still available e.g. “Principles” of impartial careers education (January 2010) Why yet another framework? – with changes to legislation including the removal of statutory status for both CE and WRL, organisations in the field have looked at refining existing frameworks. Opportunity to review the draft and make comments. New framework expected to be online with further layers of detail revealed by clicking on individual outcomes Career & Work-related Framework 2012
