ACWG Charge Make recommendations to the Health IT Policy Committee on how HHS policies and programs can advance the evolution of a health IT infrastructure that enables providers to improve care and population health while reducing costs under accountable care arrangements. 0

Framing Statements The ACWG is focused on enabling a range of value-based payment arrangements. The ACWG seeks to identify a common set of core health IT capabilities that are broadly relevant across these arrangements, while recognizing that accountable care arrangements may vary in their specific health IT needs. The ACWG is focused on policy recommendations that align with clinical and business imperatives, are unlikely to arise from current market forces, and are able to be driven effectively by regulation. 1

Approach 1.Consider input on health IT capabilities needed to drive payment reform from various sources, e.g. input from workgroup members, joint CMS/ONC Request for Information, IT framework for Accountable Care developed by CCHIT, etc. 2.Understand how the current ONC EHR certification program addresses capabilities necessary for accountable care and where gaps remain. 3.Identify priority health IT capabilities needed to drive business and quality success within accountable care arrangements. 4.Develop recommendations to advance these capabilities using HHS policy and program levers, with consideration of the potential cost and business impacts on stakeholders participating in different accountable care arrangements. Hearing Objectives 1.Understand how stakeholders use health IT to satisfy cost and quality business objectives under different accountable care arrangements, learn about innovative solutions which should be replicated and spread, and understand the key challenges to adoption and implementation. 2.Elicit ideas and perspectives about how HHS policies and programs can further the evolution of an HIT infrastructure to drive success for providers under accountable care arrangements. 3.Receive specific input on whether and how modular certification of health information technology (broadly defined to include EHRs as well as other applications that may interact with the EHR) focused on population health management functions and interoperability standards would help accelerate success among entities engaged in accountable care arrangements. 4.Receive specific input on how the Medicare Shared Savings Program can encourage development of health IT infrastructure and capabilities.
