Presentation Overview Overview of how the Environmental Protection Agency regulates. Look at how the main automotive standards development organization in the United States operates.

EPA Compliance Program Components Pre-production certification, including confirmatory testing –Ensure pollution prevention through proper emission control design –Ensure test results for certification vehicles are accurate Selective enforcement audits (SEAs), lab/test facility audits, in-use testing –Ensure conformity of production vehicles to certification application –Ensure vehicles comply with standards in real-world operating conditions

EPA Pre-Production Certification Process Review information requirements –Emissions data –Application (describes covered vehicles) –Onboard diagnostics (OBD) and other requirements –Emission control strategies (Auxiliary Emission Control Devices) –GHG credits Collect fees Durability demonstration approval OBD Approval Emissions testing –Manufacturer –EPA confirmatory testing EPA Issues Certificate of Conformity

EPA Confirmatory Testing Manufacturers perform all emission certification and fuel economy testing at their own labs (“self certify”) Vehicles must pass all emission standards –EPA allows two chances to have a passing test EPA audits (or confirmatory tests) a subset of those vehicles at the National Vehicle and Fuels Emissions Laboratory (NVFEL) EPA test results become the “official” results EPA testing provides manufacturers incentive to perform accurate tests. –EPA tests approximately 15% of all vehicle configurations
