th session of the JINR Scientific Council2 Resolution 98 th session of the JINR Scientific Council (2 – 3 June 2005) Scientific Council procedure. In view of the regulation of the Committee of Plenipotentiaries concerning the Chairman of the Scientific Council, the Scientific Council recommends the appointment of an executive chairman from a Member State to co-chair the Council.

In case the Director is temporarily incapable of executing his duties, the Council is chaired by that Vice Director who is the acting director of the Institute. 2.The Chairman opens and closes each meeting of the session of the Scientific Council, suggests the procedure of the session and directs the meeting. Endorsed by the 75 th session of the JINR Scientific Council on January 18-20, Approved by the Committee of Plenipotentiaries in March 1994.

In case the Director is temporarily incapable of executing his duties, the Council is chaired by that Vice Director who is the acting director of the Institute. 2.The Chairman opens and closes each meeting of the session of the Scientific Council, suggests the procedure of the session and directs the meeting. 3.In order to assist the Chairman in conducting sessions of the Scientific Council and in organizing control over the implementation of its recommendations, the Scientific Council elects, on the proposal by the JINR Director, an executive co- chairman from a Member State for a term of up to three years.

Amendments and Additions to the Rules Amendments and additions to the present Rules can be introduced on the proposal of the Scientific Council members with a subsequent approval of these changes at a meeting of the Committee of Plenipotentiaries. Endorsed by the 75 th session of the JINR Scientific Council on January 18-20, Approved by the Committee of Plenipotentiaries in March 1994.

Janeva (Institute for Nuclear Research and Nuclear Energy, Sofia, Bulgaria) as Chairperson of the PAC for Nuclear Physics for a term of one year. To thank Professor N. Rowley for his very successful work as Chairperson of the PAC for Nuclear Physics. To appoint Professor W. Greiner (IAS, Frankfurt, Germany) as a new member of the PAC for Nuclear Physics for a term of three years.

th session of the JINR Scientific Council9 Announcement of vacancies According to the Institute’s regulation, the JINR Directorate announces vacancies of the Directors of the Veksler-Baldin Laboratory of High Energies, Flerov Laboratory of Nuclear Reactions, Laboratory of Particle Physics and of the Laboratory of Radiation Biology. It is supposed that the election for these positions will take place at the 101st session of the Scientific Council in January The JINR Directorate also proposes to postpone the election of the Directors of the Bogoliubov Laboratory of Theoretical Physics and of the Frank Laboratory of Neutron Physics also until the 101st session of the Scientific Council. Earlier it was planned to have this election at the 100th session in June this year, but as you know this session will be held on the 27th of March on the occasion of the 50th anniversary of JINR. Its agenda will be of a festive nature and will be shorter than usual, so we think it will be reasonable to postpone the election of the directors of these two laboratories until the 101st session in January 2007.
