Integrating agriculture into NSS (1) 4 elements: 1.Development of an integrated statistical system through design of a master sampling frame 2.Development of an integrated survey framework In particular linkages between agricultural and population censuses 3.Establishment of a data management system – Access to official statistics for dissemination purposes (CountrySTAT) – Storage and retrieval of surveys results 4.Design and implementation of SSPARS in the framework of NSDS
Integrating agriculture into NSS (2) Design, implementation of SSPARS in the framework of NSDS NSDS: (National Strategies for the Development of Statistics) Long-term vision of statistical development of a country with a detailed and a costed action plan covering the entire production process of official statistics, developed in a participatory process Success depending on 4 factors: – strong commitment of the government – ownership of the country – mobilization of adequate funding – quality dialogue with technical and financial partners International benchmark – Only one country in Africa with no statistical strategy
Integrating agriculture into NSS (3) Design, implementation of SSPARS in the framework of NSDS SSPARS: (Sector Strategic Plan for Agricultural and rural statistics) = building block of agriculture into NSDS – Long-term vision of statistical development of a country in the agricultural sector with a detailed and costed action plan covering the whole production of official agricultural statistics, developed through a participatory process – SSPARS are integrated into the overall NSDS process where countries have already a strategy – SSPARS may be designed independently when countries do not have an NSDS
