13-Jul-07 From Marrakech to Busan …via Beijing James Whitworth Head, International Statistical Co-operation Eurostat, European Commission International Forum on Monitoring National Development, Beijing, People’s Republic of China 27 – 29 September 2011

13-Jul-07 Name of the presentation MAPS: job done? YES!!! but …. Strategic planning: good take-up of concept, but mixed results in implementation, “misalignment” between donor actions and NSDS census round: impressive results, but complementary actions needed. Increased funding: yes, but too “fragmented” and “concentrated”. IHSN / ADP: good progress, but are we making full use of existing data? Improvements in MDG monitoring: more “2 data points” instances, but are MDGs relevant in countries? Accountability of international system: Principles for IOs, but is more needed (e.g. co-ordination)?

13-Jul-07 Name of the presentation What’s new? Financial crisis: mixed signals on funding levels, but increased pressure to demonstrate success. Partnership, more South – South co-operation: changing relationships, emerging countries becoming leaders amongst their peers (e.g. South Africa, Brazil). Global programmes: some well integrated into MAPS philosophy, others not. World-wide development indicators: do not fulfil country needs; move towards country specific indicators.

13-Jul-07 Name of the presentation Busan actions – CCSA comments (1) 0.General - the actions must be Measurable (we are statisticians!); - who does what? - Virtual Statistical System: one stop shop - HR issues: reduce effect of “brain drain” 1.Strategic - NSDS must be a precondition for support; - align donor actions to NSDSs; - NSDS: emphasis on implementation, costing, realism. 2.Global Summits to recognise need for SCB - common statistical tools; standards; - establish links between Summits and Global Statistical projects.

13-Jul-07 Name of the presentation Busan actions – CCSA comments (2) 3.Improve public access - exchange of Dissemination best practices; GIS. 4.Increase use of statistics in policy making - links between NSDSs and PRSPs, M&E frameworks - indicators should be more relevant to national uses. 5.Improve accessibility of IOs’ statistics & research - adherence to standards. - promotion of common tools. 6.Financing - adequate in-country financing (more sustainable). - pooling resources, lead agencies, local co-ordination. - South-South co-operation.
