Who do we target? What are the barriers to efficiency and what groups have agency to overcome them? Are we able to obtain the required information to target selected groups effectively? What do we ask? What actions could be effective in overcoming the barriers identified? Crucial step in CBSM – pairing specific actions with specific barriers How do design a strategy? What tools can we employ to encourage behavioral changes? What existing outreach strategies (by the City or community organizations) can we leverage? Marketing Strategies ID Discrete Actions to Overcome Barriers ID Strategies to Encourage Actions ID Barriers and Stakeholders

Who are key stakeholder groups? Beyond those who are directly connected to building energy efficiency (landlords and tenants), what groups are active in the community? How do we approach different stakeholder groups? How many stakeholders within each group should we reach out to? Who are formal and informal leaders of these groups? Who are the elected or selected leaders within these communities? Who are the informal leaders? Well-respected individuals who carry local weight. What are the issues that matter most to them? How does energy efficiency connect to these groups and their values? What are higher priority concerns for them in this moment? How committed are we to engaging this group in developing a long-term strategy? Should we focus on building consensus among different stakeholders? Can we assist with coalition building among stakeholders who share common goals of energy efficiency? Community Engagement Group Leaders Key Concerns Key Stakeholder Groups

What is an appropriate financing mechanism? Can the barriers to an on-bill tariff be overcome? How are program funds structured? What are the sources of funds, and who manages the fund? What incentives are available, and what measures are covered? How can data disclosure support programmatic efforts? What mechanisms can enable data disclosure?
