What to Target? Productivity Agency or Market Power [Top two points: produce and claim income] Variability of Income [First and third points are can be assessed a the level of a household. Who to target? Want to help households with child laborers (or at risk for) But households decide whether their children work Worry: can’t target on child laborers being in household because that may push children into labor if the provided livelihood services are valued by households
