PLSA Materials Levies Review

The Brief To review the current application of levies to Public Library Grant funding, and make recommendations on the future direction of these while maintaining public library customer access to a collection of contemporary specialist resources chosen to meet local and state-wide needs.

Specifically... Identify a mechanism for providing contemporary specialist resources Determine the type and level of levies Confirm how the levies will be funded and the funds allocated to them to better meet emerging and future demands

Why? OneCard has changed the goalposts Increase in the cost of digital media Forecast changes in State Government funding Feedback from member libraries on the application of current levy processes

The Working Group Lynn Spurling (PLSA) Janice Nitschke (PLSA) Hanlie Erasmus (PLSA) Geoff Strempel (PLS) Kristine Peters (KPPM)

Process Working group meetings (and modelling) Library survey Targeted consultation Analysis of 1LMS/Bibliostat data Workshop with big CL libraries

The big questions....

Do we need levies? "Yes, we definitely need both E-Resources and Community Languages Levies"

Do we need to vote every year? Benefits of secure forward planning Lower cost service agreements CL tied to Census Flexibility years?

E-resources levy Good support for this levy, currently set at 10%, trending upward

Community Languages Inequitable cost allocation at present Issues identified for further exploration (selection, DVDs, user demand, new arrivals) Recommendation: Levy based on Per NESB Capita
