Purpose of the OPA Created after the Exxon Valdez spilled over 11 million gallons of crude into the water of Prince William Sound in Made to prevent civil liability from the future oil spills off the coast of the United States. Government is able to provide money and resources necessary to clean up oil spills. New requirements for vessel construction and crew licensing. Amended the Clean Water Act and addressed the wide range of problems associated with preventing, responding to, and paying for oil pollution incidents in oceans surrounding the United States. Greatly increased federal oversight of maritime oil transportation. Nine titles of OPA: Oil Pollution Liability and Compensation, Conforming Amendments, International Oil Pollution Prevention and Removal, Prevention and Removal, Prince William Sound Provisions, Miscellaneous, Oil Pollution Research and Development Program, Trans-Alaska Pipeline System, Amendments to Oil Spill Liability Trust Fund.
