Then………………….. East Sussex Local Area Agreement “All Together Better” Peter Jones, Leader of East Sussex County Council, Ian Chisnall, Chair of the ESSP, and David Miliband MP sign the East Sussex LAA in March 2006

Structure of the LAA Based around four service “Blocks” –Children and Young People –Safer and Stronger Communities –Healthier Communities and Older People –Economic Development and Enterprise 23 Outcomes, 66 Targets, 236 indicators Built on priorities within ‘Pride of Place’ Only included targets requiring partnership for delivery

LAA Achievements (year one) 70% of year one targets achieved Notable achievements included: –17 (20%) more schools have achieved the Healthy School Standard –There were 115 (6.68%) more childcare places available for the year –327 (26.8%) more people participated in drug treatment programmes. –Injury related violent crime was down 13.2% 0n 2004/05 figures

cont……. –110 (78.5%) more businesses set up in Eastbourne during the year and work continues with partners to support businesses through 1066 Enterprise and the new East Sussex Enterprise Hub. –242 more households have been taken out of fuel poverty due to Borough and District Councils working with the NHS and third sector partners to encourage take up of grants. –494 (4.7%) fewer people who had a fall needed attendance by an ambulance. –2389 more people have received preventative services enabling them to live independently at home

Wicked Issues Wicked issues have incomplete, contradictory, and changing requirements; and solutions to them are often difficult to recognize as such because of complex interdependencies. H. J. Rittel and M. M. Webber (1973) Issues whose solution require large groups of individuals to change their mindsets and behaviours are likely to be a wicked issue. Examples: –Deprivation –Alcohol misuse –Site provision for Gypsies –Affordable housing –Transport in a largely rural county
