Learning and Change Networks November 2012

Purpose of today 1.To introduce the Ministry’s Learning and Change Network initiative 2.To provide a forum for discussion and clarification 3.To provide school leaders with the information they need to commit to being a member of a Learning and Change Network

Vision: Every child & every student learning & achieving every day  Goals  Accelerating student achievement for priority learners: Māori, Pasifika learners, learners with special education needs and from low socio-economic backgrounds  Every child achieves literacy and numeracy skills (learning foundation)  Every young person has the skills and qualifications to contribute to their future, and New Zealand's future  Māori achieving educational success as Māori  All students achieving NCEA level 2 or equivalent  Increasing participation in quality Early Childhood Education

Learning and Change Networks  Purpose –In Budget 2011, government allocated funded to support cross- school networks that facilitate kura and school leaders to build and share knowledge about effective practices as they implement the National Curriculum and Te Marautanga o Aotearoa using National Standards and Ngā Whānaketanga.  Design –Raising achievement within, between and across schools, kura and communities by schools, kura and communities –Raising sector capability – driven by the sector, recognising expertise and knowledge from within their networks (lateral learning)

Schooling Improvement PLD Students, Whanau, Family and Community

Learning and Change Networks will: –Challenge current beliefs and practices –Support learners, teachers, leaders to eradicate ineffective practice and make changes to existing structures –Legitimise the change process by making the status quo more difficult to protect –Optimise educationally powerful connections with parents, whānau, hapū, iwi and communities –Grow innovation in and between schools –Drive system-wide improvement

Effective Learning and Change Network arrangements  Have sharp focus on an achievement challenge for priority learners  Strengthened use of data is evident to identify learner, teacher, leader and community needs  Distributed leadership is evident and indicates wider engagement of parents, whānau and communities enhancing the quality of the network’s programme for improvement  Learners, teachers, school leaders, parents, families, whānau, BOTs, community and iwi can contribute to innovative solutions  Network members have clarity of purpose and role – leaders lead within network and their school or kura and knowledge is transferred  High levels of relational trust are evident  Evaluative capability is grown through evaluative probes

Ministry Support  Lead Regional Development Advisor LCN –Help to select and prioritise networks –Support networks during Infrastructure phase – sense making of LCN methodology –Leadership, management and co-ordination of groups of schools/kura within the region in accordance with the region’s strategic and operational plan  Contracted Provider –Situation analysis, capability audit –What do we need to learn? –Deep learning and innovation –Assist networks to develop and then implement action plans –Evaluative probes – new criteria for improvement –Embed sustainable practices in networks
