Evaluation of the implementation of Innovation in EQUAL CIP Germany (1st Round) EQUAL Evaluation Conference and Seminar Brussels, 23/24 February 2006 ICON-Institute  COMPASS  PIW

1.Do the DP tackle with the inequalities & discriminating factors on the labour market as identified by CIP Programming Document? 2.Have the strategic instruments for innovation & mainstreaming been imple- mented (partnership, empowerment, transnationality) and to which extent? 3.How many innovative activities /innovations are pursued by the DP and what kind of innovative solutions are under development? 4.Have innovations planned been successfully tested and the development been finalised? 5.Are the innovative solutions superior to existing routines? 6.Do these innovations have mainstreaming potential and have the necessary preconditions been set up? 7.What scope of mainstreaming has been reached /is to be expected realistically? 8. What factors are promoting /inhibiting the progress of DP‘s work? Central Issues of CIP EVAL Core tasks for DP

Planning Innovation: A development laboratory needs flexibility innovations declared by DP at start: 730 innovations dropped subsequent: - 70 newly added innovation:180  840 Beyond incremental & radical: Levels & shapes of innovation Amongst these 840 declared innovations 380 have been recognised by Evaluation as ‚potentials‘ and rated as innovative: to some extent: 20% to a medium range: 60% to a high /very high degree:20%

Factors promoting innovation development  Networking in general  Networking skills of partners  Well engaged strategic partners  Impulses from transnational cooperation  Specific institutions for networking  DP-evaluation  Involvement of potential users at an early stage  Good contacts to enterprises  Specific competence within the DP 33% 26% 19% 17% 10% 8% 6%

 Diverging interests between partners  Lack of networking skills & missing experience  Lacking contacts to enterprises  Weak involvement of strategic partners  Discontinuity of personnel & partners inclusion  Missing relevant partners  Unprecise & insufficient basic analysis  Wrong partners 11% 10% 7% 6% 2% Factors inhibiting innovation development

Consequences and proposals  Innovation and mainstreaming is a common task  top-down  bottom-up  Streamlining innovation by improved basic analysis and planning  What is the problem?  What is state of the art?  Where are bottlenecks and gaps & leaks?  What makes a superior solution superior?  Make better use of evaluation at DP level  Finetuning and adaptation of planning  Operationalisation of innovation & controlling progress  Improving mainstreaming – it is an on-going task  Start at planning innovation & involving strategic partners  Involve potential users & target groups for needs analysis  Prepare innovation documentation for dissemination & transfer
