BR : The Challenge on Perfect of Statistical System and Management of State Administration Yang Kuankuan NBS

Ⅰ、 Present Situations of the Business Register in China (Ⅰ) Concept of basic units as well as coverage and contents of BR 1 、 Concept of Basic Units Legal unit Establishment

2 、 Coverage of BR contains the grassroots data of million Legal units, covering 20 sectors, 95 major divisions, 396 divisions and 913 groups.

3 、 Content of BR The main indicators include the code of the unit, name of the unit, name of the legal representative, address of the unit, means for contact, industrial classification, type of the registration, share-holding status, type of the institution, agency for approval of the registration, duration of the business operation, status of the business operation, relationship between the legal person and the affiliated business units as well as the main data such as the number of employed persons, annual business income, income of the man business and total assets, etc.

(Ⅱ) Pattern for management and updating of BR 1 、 Pattern for BR management At present, the whole system of BR is classified into four levels, namely the national level, provincial level, prefecture level and county level. The pattern for management can be described as building the BR by different levels, updating it level after level and reporting it level by level.

2 、 Ways for BR updating (1) Updating the BR in a comprehensive way: It is to use the data collected from the two national censuses of the basic units undertaken in 1996 and 2001 and the data collected from the first national economic census undertaken in 2004 to update the units in BR in a comprehensive way. (2) Partly updating the BR. It is to use the data collected from the statistical surveys and annual statistical reports on industry, construction, wholesale, retail sale and catering trade to update parts of the units in the BR in the years when censuses are not undertaken.

(Ⅲ) Application and Development of the BR The BR has played the increasingly important role in the various statistical surveys and national accounts and for improving the methods of statistical surveys and data quality. At the same time, the statistical departments at different levels have made use of the registers to provide some valuable data and advisory opinions to the local governments, departments responsible for various business sectors and the comprehensive economic departments, so as to provide services for the macroeconomic management and microeconomic analyses.

Ⅱ、 Difficult Problems of BR ( Ⅰ ) Frequent changes take place in various units and the capacity of the statistical agencies at the grassroots level is weak After the first economic census undertaken in 2004, the newly increased, changed and cancelled legal units reached 1.03 million in the survey of basic units in 2005 and increased to 1.28 million in 2006 and more than 1 million in In addition, the data of subject matter annual statistical reports cover about 500 thousand units. As a result, the workload for investigating and ascertaining the units is very arduous.

( Ⅱ ) The administrative registration is managed in a decentralized way and it is difficult to use the data of various departments 1. The work for examination and approval of the units and the work for issuing the codes of units are not done concertedly. 2. The laws and regulations promulgated by the government for examination, approval, registration and management of the units bear the features of departmental administration to a certain extent and are therefore lack of unified standards and regulations as a whole. 3. The departments responsible for registration are lack of means for updating and there are insufficient efforts made for annual inspection.

( Ⅲ ) The standards for classifying units are not unified, so that it is difficult to share the data among different departments. 1. Legal units 2. Statistical units

( Ⅳ ) The pattern of management needs to be improved and the function of data processing needs to be strengthened (1) the timely efficiency is low and the periods for updating the BR at different levels are long. (2) The amount of duplicated work is large. It is necessary to report to the higher level, receive and verify the data and remove the duplicated units. (3) It is not quite unified among different provinces. (4) The equipment should be purchased in a duplicated way at different levels and there was therefore a waste of expenditure.

Ⅲ Future plan for Reform of BR ( Ⅰ ) Establish efficient BR system through the second national economic census the National Bureau of Statistics will develop as soon as possible the system for managing the register, firstly achieving the setting up the register at the national and provincial levels and gradually develop the system to the pattern of a single BR in the whole country so that the work for managing the BR in provinces can be accomplished on line.

( Ⅱ ) Establish fundamental position of BR in statistical system 1 、 Managing the statistical surveys by BR 2 、 Improving the practical operation of statistical survey scheme by BR 3 、 Standardizing and managing the survey respondents by BR

(Ⅲ) Improving the cooperation and perfecting the mechanism of sharing administrative data among different departments Taking the lead by the Office for Promoting Wide Application of Information Technology of the State Council, General Administration of Quality Supervision, Inspection and Quarantine, State Commission Office for Public Sector Reform, State Administration of Industry and Commerce, State Administration of Taxation and National Bureau of Statistics are now jointly applying the Project of National Database of the Fundamental Information of the Corporate Units for approval. The basic ideas of this project are planning to jointly build a platform of fundamental information. Every department should put forward respectively the fundamental information of the administrative data, which are examined, approved and registered by it, to the platform and share the administrative resources of other departments.

(Ⅳ) Dealing different things in different ways, perfecting the system of the statistical surveys of basic units in our opinion, the limited manpower and material resources of the statistical department should be used for checking and ascertaining the units, which are comparatively large in size and have greater influence on the economic growth and social progress.

(Ⅴ) Changing ideas and making researches of the system of the multi-level standards for classifying units The methods for the solution are as follows: increasing the characteristics, which reflect the attributes of the various units, and by means of processing the various characteristics, so as to transform the units of different measurement each other, thereby enlarge the compatible capability of the BR and fully show the role of the BR as a bridge.

(Ⅵ) We should improve services system, so as to promote the work for the application and development of BR Firstly, we should set up the system for releasing and inquiring about the information of BR, so as to expand the influence of the BR. In the second place, we should integrate the information of BR with GIS, expand the ways and means of the statistical services and particularly provide better reference data to the government for administrative management and decision-making.
