April 13, 2005 Philip Wheatley Incorporation of HLW Activities Within the NSNFP

History NSNFP supporting management of DOE SNF –Primarily in the area of disposition Strategy Meeting traditionally attended by a number of HLW participants NSNFP coordinates bi-weekly HLW conference calls NSNFP coordination activities often included HLW –IICD –License application section reviews –YMP requests for HLW information

Transition to RW Early planning efforts for NSNFP transition to RW –Expanding NSNFP scope –Primary contact for all EM waste forms Discussions with EM senior management when NSNFP transition was postponed

Recent HQ and YMP Discussions EM-3, Chief Operating Officer briefing in late 2004 Follow-on briefing with Deputy Assistant Secretary for Logistics & Waste Disposal Enhancement EM staff briefings Discussions with RW staff

NSNFP Capabilities Directly Applicable to HLW Issues Analytical capabilities Repository Performance Assessment –Total System Performance Assessment –Geochemistry –Criticality –Material science –Thermal/mechanical National network of contacts (DOE sites, Navy, Yucca Mountain, etc.) Established QA program

NSNFP Capable of Supporting HLW Disposal System Needs Enhanced communication and integration between EM and RW –Repository facility designs affected by waste form assumptions Technical basis for waste forms –Develop acceptable understanding of methodology for advancing waste form technical basis TSPA sensitivity analysis in waste form parameters Analysis of DOE-EM WAPS and DOE-RW WASRD Waste matrix performance/durability

Summary Demonstrated significant accomplishments and cost savings for EM and RW Capable of providing enhanced communication and integration between EM and RW Capable of addressing HLW disposal system needs –Needed to meet EM accelerated closure objectives Program supported by RW
