DPIAP PROPOSES: TOWARDS A PEOPLE CENTERED DECADE THE INCHEON STRATEGY ON THE NEW ASIAN AND PACIFIC DECADE TOWARDS THE FULL IMPLEMENTATION OF THE CONVENTION OF THE RIGHTS OF PERSONS WITH DISABILITIES KOREAN SOLIDARITY PROPOSES: THE ACTION PLAN OF THE THIRD ASIAN AND PACIFIC DECADE OF DISABLED PERSONS

OUTLINE OF THE FUNDAMENTAL BASIS OF THE TWO DOCUMENTS THE THIRD ASIAN AND PACIFIC DECADE TOWARDS A PEOPLE- CENTRED DECADE HAS CONTINUITY-REFERS TO A THIRD DECADE UNDER THE SOCIAL MODEL INCLUDES A PREAMBLE AND A DEFINITION OF DISABILITY BASED ON THE CRPD THE STRUCTURE IS BASED ON THE BIWAKO MILLENIUM FRAMEWORK(BMF). BMF HAS AN ASIA PACIFIC FOCUS HAS 9 PRIORITY AREAS TO BE INCLUDED IN THE INCEHEON STRATEGY REFERS TO A NEW ASIA AND PACIFIC DECADE UNDER THE SOCIAL MODEL INCLUDES NO PREAMBLE AND HAS NO DEFINITION OF DISABILITY THE STRUCTURE AND CONTENT ARE BASED ON THE CRPD CRPD HAS AN INTERNATIONAL FOCUS HAS 20 PRIORITY AREAS TO BE INCLUDED IN THE INCEHON STRATEGY

THE THIRD ASIAN AND PACIFIC DECADE TOWARDS A PEOPLE- CENTRED DECADE BOTH PRIORITY AREAS INCLUDE: Sub-Regional mechanism Women with Disabilities Children with Disabilities Independent Living Full participation of Disabled Peoples’ Organisations (DPOs) in all processes Inclusion of PWDs at all decision making levels. Monitoring and implementation Human Rights and dignity Reformation of domestic laws to align with CRPD Discuss budgets for programs and implementation BOTH PRIORITY AREAS INCLUDE: Sub-Regional mechanism Women with Disabilities Children with Disabilities Independent Living Full participation of Disabled Peoples’ Organisations (DPOs) in all processes Inclusion of PWDs at all decision making levels.
