AN OPPORTUNITY TO COLLABORATE WITH GOVERNMENT 20 AUGUST 2015 Background on GR inviting Third party inspection in NRDWP

Background Water is state subject in Constitution Role of Centre is prominent in policy and fund allocation Centre allocates fund but state is implementer NRDWP : National Rural Drinking Water Programs It has central database of habitation information, coverage data, ongoing scheme, sanctioned scheme, financial and physical progress report of scheme Data is neither complete nor comprehensive Poor monitoring and evaluation

Problem description NRDWP aims to achieve 90 % house hold coverage by piped water supply at 2022 Rate of increase coverage is gradual not steep Major hurdle is occurrence Slip back villages Scheme failure may be technical, social-economic, administrative,policy Important to identify cause of failure Monitoring and evaluation is essential Third party technical inspection of rural water supply schemes is being made compulsory. Government of Maharashtra has enable this by the GR

Urgent Need for Improvement Hinges on Need third party technical inspection Central Government sponsored (Almost 75%) NRDWP is being conducted in the state Technical problems like low pressure and water quality issues Government of Maharashtra needs to  Cope up with Rapid urbanization : Big villages and newly developing semi-urban villages(Census town)  Implement new schemes and increase capacity of older schemes each year  Gather incentive fund

Objective of third party technical Enhance efficiency of regional systems planning, implementing, and monitoring. Raise the work standards of rural water supply schemes Reduce stress in water quality-affected and drought affected areas. Increase number of domestic pipe connections(30%) Guarantee permanent water supply with sufficient pressure and minimum quality

Guidelines for Methodology Should happen at least twice in life cycle of project First Round - After completion of 20 to 30 %of work Second Round – At completion of 60 to 70% of the work Design of methodology is also deliverable Should evolve with time by participatory approach

Guidelines for Methodology Define Success Indicators with objective  To understand movement / progress of implementation of RWS schemes  To review progress of schemes (to measure the impacts Success Indicators should be of two types a. Funds based Success Indicators. b. Other Success Indicators.

Duties of independent verification agencies To conduct third party technical inspection for RWS schemes, as instructed by the CEO, Zilla Parishad To independently verify objectives defined for rural water supply schemes To regularly verify accuracy and quality of achieved Success Indicators on document and physically

Scope of work by verification agency Develop methodology of third party technical inspection Review Technical and physical progress of the scheme and suggest improvements Verification of Achieved Success /Reimbursement Indicators of water supply scheme. On-site inspection and verification of primary information and proofs provided
