SB 909 Only viable exceptions that remain are Special Education and Pension To eliminate these two exceptions with no plan to fund at the state level increases in a compounded fashion disparate education finance outcomes To eliminate the Act 1 rate and subject LEA’s to full referenda is the same as direct action/legislation to defund student programs and opportunity District’s like Solanco cannot ‘catch’ our Lancaster County Suburban peers now....given recent state past history for Funds to Solanco.....under Senate Bill 909 Solanco will immediately need to choose what programs to erode or eliminate.....

State Level...déjà vu...15 years later......

Special Ed funding State Revenue to School Districts as a Share of 1200 Expenditures dropped to 26.2% from 47.3% in 15 years 15 year cost increase in the 1200’s for SD’s was $2.33B, of which the state funded 14.0% Of the 83.1% 15 year increase in SD expenditures; same period increases in Charter, Special Ed, and Pension represent 41% of that number

Solanco---State funds Bottom line----State funding to Solanco simply cannot be counted on – Special Ed shift to local tax payers of $2 million over last 5 years – Plan Con essentially gone and is virtually unreliable – Total State dollars to Solanco over the last four years from actual to budget is $246K net of pension dollars...or.4% per year. State Policy on C & G: 2016 County will re-state C & G values this January and increase Act 319 values....
