Overview This was a United Nations Conference. It was the first time that attention was drawn to the need to preserve natural habitats. This was to produce a sustained improvement in living conditions for all people. The emphasis was on solving environmental problems without ignoring social, economic and developmental policy factors.

Enforcement International cooperation is needed to achieve this. Led to the establishment of the UN Environmental Programme. Also set up a global monitoring system, Earthwatch, which has been integrated into the UNEP.
