Theme Leadership and Innovation in Radically Changing Times There is an emerging and new collaborative ecosystem that is radically changing how people work and who they work with, resulting in new approaches to how government will carry out its missions in service to constituents.. – Federal agencies are striving to spend less on IT than in years past. – Results-based accountability techniques are measuring whether government programs are making an impact. – A new era of computing that includes, mobile, cloud, shared services, and big data is disrupting the traditional models of government and the delivery of mission services. – How will agencies will use their limited resources and produce an impact, while managing new and evolving needs.
