A framework for effectively delivering better-integrated cdma2000 specifications A systemwide view of the cdma2000 air interface and network that will allow operators and manufacturers to take better advantage of the technology than they can today A unique identity for the evolved cdma2000 system An effort to make better use of the resources available within 3GPP2 –Existing 3GPP2 program management effort has been unsuccessful due to lack of vision and lack of support for existing so-called Workplan

5CAMS – CDMA Advanced Multimedia Services Why Is CAMS Needed? Inter-TSG coordination is lacking in 3GPP2 – mainly because there is no “master plan” –Consideration of Quality of Service between the MS and the PDSN has resulted in uncoordinated discussions in TSG-P (QoS framework) and TSG-A (IP transport in the RAN) –TSG-P develops an enabler for IP push service when a push service or a description for a push service is not yet defined (e.g., TSG-S?) Lack of synchronization between 3GPP2 air interface and network standards makes building systems extremely challenging No current work effort (including All-IP) exists to tie all the pieces of 3GPP2 together in a coherent and easily identifiable manner “I don’t have time to sharpen the axe – I’m too busy cutting down the trees”

6CAMS – CDMA Advanced Multimedia Services Which Is The Better Way To Build A System? Current 3GPP2 approach is to have autonomous groups design system components separately, and hope the pieces fit together at the end –End result may be functional, but is it what the customer really wants? CAMS approach will require participants to ask whether the work on one component meets the overall system objectives or not –Do we really need a racing gearbox and a spoiler on a sport utility vehicle?

End-to-end service-level view of cdma2000 network will facilitate coordination within 3GPP2 –Reduce/eliminate “orphan” capabilities that are supported in one part of the network (e.g., air interface) and not in another (e.g., RAN) Identifying key objectives and focusing resources on them will expedite process of developing specifications Tying multimedia transport capabilities to multimedia service requirements will provide focus to the process of defining the required architecture and mechanisms to support QoS for multimedia services in TSG-P –Services need to be understood and defined in order to provide suitable bearers –Provides basis for making design decisions that is often lacking now

11CAMS – CDMA Advanced Multimedia Services What are the Implications of CAMS? In order to make CAMS successful, a radical shift in mindset is necessary: “culture shock” –A radical shift in mindset can NOT be established without top-level endorsement –CAMS will re-distribute power within 3GPP2 –CAMS will establish well-defined rules of operation in 3GPP2 CAMS will receive explicit or implicit resistance since it radically changes immature “my committee is the center of the world” thinking which is so prevalent today –In order to overcome the inherent resistance, CAMS needs empowerment CAMS needs Endorsement and Empowerment –3GPP2 Steering Committee, Organizational Partners, CDG, etc. Ericsson has no interest in a “90% support level” –We would rather abandon the CAMS proposal than to limp along with a slightly modified business-as-usual approach!

12CAMS – CDMA Advanced Multimedia Services How Should CAMS Be Implemented? Create CAMS Program Management Function in Steering Committee –TSG-S has struggled to provide Systems and Services direction described in its Terms of Reference –Single, focused CAMS program will provide the vision and allow for giving clear direction to the TSGs –Minimal overhead required: CAMS content decisions can be made within a Steering Committee-level Ad Hoc Group Focus on 1XEV-DV air interface initially –Minimum support for All-IP, QoS and Header Compression required before a 1XEV-DV release can be considered fully functional –Allows for proof of CAMS concept
