The situation is that the absorber (I believe it's with the parameters close to those you asked for, I checked that) has as an important component Si, that is a really bad material for all the other types of microwave ceramic. Even making of a few samples just to measure losses and dielectric constant becomes a serious problem because of furnace and milling equipment dusted after that. So far I could not convince people to start working on that, in spite of I am pretty sure they could make it. Maybe if you can formulate more detail the possible volume of order, how often and how much you need, it would help. It could be a serious "push" to rent some additional space and set there some other equipment to demonstrate the possibilities.
