Highlights of Implementation Strategies and Targets

Targets for Commercial Energy Access

Fuel Diversity in Electricity Generation NRE Sources are –small-scale hydropower –biomass including dendro power –solar power –wind power Commercial development of biomass will be encouraged and facilitated as a new rural industry The Government will endeavour to reach a level of 10% of grid electricity using NRE by 2015.

A STRATEGIC SCENARIO FOR DIVERSIFICATION, ECONOMY AND ENERGY SECURITY

Demand-side Efficiency All appliances with high electricity use to be labelled by Appliance labelling programme to be mandatory to identified appliances by mid 2007 Benchmarks for specific industries will be established by end 2006 A variety of financing mechanisms will be made available by end 2006 Major energy consuming state agencies to be monitored. Energy Efficiency Building Code will be mandatory to state sector entities by end 2006.

FOCUS AREAS OF POLICY RESEARCH: Energy Sector Supply-side efficiency and economics Fuel diversity and energy security Vs energy economics Key issues in renewable energy, particularly biomass for a variety applications End-use efficiency and devices, regulations Governance: The issues of state Vs private energy industry, and a structure in between
