Tasmanian transition to full scheme National Disability Insurance Scheme (NDIS)

The Bilateral Agreement for transition to full scheme was signed on 11 December 2015 Planning for 1 July 2016 implementation has commenced

Agreed to continue in a state-wide, age based approach We are introducing the full scheme in stages because it is a big change and we want to get it right and make it sustainable. 1 July 2016 to 30 June 2017 – all young people aged 12 to 28 years 1 July 2017 to 30 June 2018 – all people aged 4 to 34 years 1 July 2018 – 30 June 2019 – all people aged 0 to 64 years The NDIS is expected to be operating state-wide for all people with disability by July 2019, ultimately providing support to over 10,500 people.

Agreed to continue in a state-wide, age based approach cont. Eligible residents in shared supported accommodation will access the NDIS together on a house-by-house basis. Tasmanian Gateway Services will assist people to connect with services and prepare for the NDIS. Existing Commonwealth and state-based services and supports will continue until eligible people with disability start their NDIS plan.

Key Elements of the Agreement Supported Accommodation Part of the staged approach is transitioning people living in supported accommodation over the next three years. This will be managed on a house by house basis. Starting in July 2016 people in supported accommodation who reside with a person with an NDIS plan, will also transition to the NDIS. This means that if a person is living in supported accommodation with an NDIS participant, they will also commence the eligibility and planning process.

Key Elements of the Agreement Quality and Safety State and Commonwealth Governments, along with the NDIA are working together to design a nationally consistent quality and safeguarding system to be agreed by the Disability Reform Council by early Existing Tasmanian and Commonwealth quality and safeguarding systems will apply until the new system, including agreed roles and responsibilities, is implemented. Tasmanian Safeguarding Framework and the Tasmanian Disability Services Act 2011 regulations remain in place for the duration of the transition. DCS policy and procedures e.g. abuse reporting, filling of vacancies and restrictive practices also remain in place. This means that if a person is living in supported accommodation with an NDIS participant, they will also commence the eligibility and planning process.

Key Elements of the Agreement Continuity of support The age requirements for NDIS eligibility mean that people must be aged between at the time they access the NDIS. People who become NDIS participants before they turn 65 can stay in the NDIS if that continues to meet their needs. People in the specialist disability service system aged over 65 will continue to receive the same level of service under continuity of support arrangements agreed between governments. People with disability aged over 65 who are not in the specialist disability service system may be eligible for supports through the aged care system and can apply through the existing referral pathways.
