RBA Australia Summit RBA for health programmes

Ministry of Health The Ministry is the government’s primary agent in New Zealand’s health and disability system, and has overall responsibility for the management and development of that system Hospitals Public Health Organisations Non government organisations

Ministry of Health contracts 1600 contracts with NGOs in multiple teams delivering: Services for disabled people (residential care, day programmes) Public health services (information on health issues, how to access care and support) Pre-school healthcare programmes Programmes to address gambling, smoking etc

Streamlined Contracting with NGOs programme Government has directed social sector agencies in NZ to: Reduce compliance costs for NGOs Improve outcomes for people

Streamlined Contracting with NGOs programme Social Sector agencies were directed to work with the Ministry of Business Innovation and Employment to implement the Streamlined Contracting with NGOs programme Streamlined contracts include Standard legal terms and conditions RBA Consistent approach to reporting and audit

How we applied RBA Built momentum and buy-in over time…… Wrote papers to senior management teams about Cabinet direction and the need to implement RBA Set up RBA training workshops and invited key people Identified the biggest set of NGO contracts and developed a transition plan Identified and worked with champions (internal and external, including the “A” contractor team) Involved the sector – invited sector and staff to a workshop to design RBA population and client outcome measures Arrive at the point of no return …..

Feedback on consultation with NGOs “ Generally we are very impressed with the language, tenor, and philosophies of support expressed throughout these service specifications. With further work on the RBA framework and clarification as commented throughout these will be robust specifications” “Applaud MoH for the level of consultation that has occurred with respect to the work to date” “The RBA could go much further” “The aim of streamlined contract reporting is supported with a focus on the delivery of outcomes and measurement of outcomes across organisations ”

Tips and lessons learned Start early with good communications Set up a project steering group Show progress – let people know what’s been achieved and what’s coming up Communicate successes When barriers arise – think of another way

Next steps Continue to move contracts to the new framework with RBA Agree on an effective system to collect RBA data (hopefully RBA Scorecard) Support contract teams to use the seven RBA questions as part of their contract management Support managers and decision makers to use RBA data for planning and purchasing decisions Continue to review and update RBA measures in contracts
