Engagement with Stakeholders is critical. GEO-XI gave guidance for GEO Engagement Strategy. During 2015, GEO Engagement Strategy developed; part of the new GEO Strategic Plan. Engagement priorities are: 1Partnering with users to identify needs; 2Commercial Sector 3Engage with UN, NGOs, development banks

1.Partnering with users to identify needs; Foundational Task in Work Programme GD 08 “Systematic determination of user needs/ observation gaps”

2.Engagement with Commercial Sector Three-tier framework to identify key questions and considerations in possible engagement: Tier 1: Systems Providers Tier 2: GCI Operations Tier 3: Developers of Applications (decision services and tools)
