2 Biodiversity & the EU The EU is firmly committed to halting the loss of Europe's biodiversity. Environmental legislation and Natura 2000 are key tools for halting biodiversity loss in the EU. New 2050 vision and 2020 target adopted in March 2010 and endorsed by European Council.

3 Long-term vision by 2050: Biodiversity in the European Union and the ecosystem services it provides are protected, valued and appropriately restored… 2020 Headline target: “Halting the loss of biodiversity and the degradation of ecosystem services in the EU by 2020, and restoring them in so far as feasible, while stepping up the EU contribution to averting global biodiversity loss “

4 The Habitats Directive (92/43/EEC)  Protects threatened plants and animals and ca 230 habitat types  Overall objective is to ensure that these species and habitat types are maintained at, or restored to, a ‘favourable conservation status’. 5 The Birds Directive (79/409/EEC)  Protects all species of naturally occurring birds in the wild state in the EU.  Overall objective is to maintain the populations of all wild bird species in the EU at a level which corresponds to their ecological, scientific and cultural requirements, or to adapt the population of these species to that level. 6 The Natura 2000 Network The largest co-ordinated network of conservation areas in the world Total : > 25,800 sites = 17,6% of EU 27 territory

10 Natura 2000 = Conservation Measures are designed to maintain or restore, at favourable conservation status natural habitats and species of wild fauna and flora of Community interest.

11 Natura 2000 = Sustainable development “this Directive makes a contribution to the general objective of sustainable development” “Measures taken pursuant to this Directive shall take account of economic, social and cultural requirements and regional and local characteristics”

13 The job is far from done! 14 A Challenging Context  Natura 2000 network still not completed, in particular in marine  In several MS, poor protection of the sites,  Values of Natura 2000 still poorly understood and communicated  Poor integration in wider countryside and other EU policies  Insufficient administrative and financial resources  Pressures for simplification of EU environment legislation  Climate Change  ….

15 Integration WFD & BHD WFD requires protection of areas under the Natura 2000 network (Habitats Directive and Birds Directive). Both directives require appropriate management instruments Most stringent objectives prevail (Art. 4.2 WFD). In some cases the WFD ‘ good ecological status ’ and the HD and BD ‘ favorable conservation status ’ may ‘ overlap ’. In some cases there may be (apparent) conflicts of interest. We will need to avoid or resolve such conflicts and include appropriate measures in the river basin and Natura 2000 management plans.

18 Next steps  Finalising the establishment of the NATURA 2000 network  Ensuring effective protection of NATURA 2000 sites;  Establishment of positive management measures for Natura 2000;  Financing of NATURA 2000;  Promoting public understanding & acceptance

19 Integration WFD & BHD Strategies and management plans for Natura 2000 sites, river basins and marine regions will have major impact in preserving biodiversity in Europe There is a need for further integration between the implementation of the different directives There is a need for Member States sharing Natura 2000 areas, river basins, marine regions or sub-regions to cooperate

20 Concluding remark There is a strong water dimension also in the BDH, wetlands are key components of Natura 2000 (rivers, lakes, estuaries, peat lands..); The full implementation of the EU nature and water legislation, while building synergies between the instruments is crucial to achieving the EU post-2010 biodiversity objectives. This workshop will be an important milestone on our way.
