INTRODUCTION WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain The implementation of the new clinical classification ICD-10-CM/PCS in Spain is planned for January 2016 Currently, in Catalonia, we have over 20 years experience in the use and analysis of the information coded with ICD-9-CM. Gradually, these datum have improved to reach a quality that allows to obtain valid and reliable information to carry out morbidity statistics through the Minimum Data Set (MDS) The US transition to ICD-10-CM/PCS is planned for October 2015

OBJECTIVES WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain A- Analyze the impact of the classification change in the coding process and the services or information products based or linked to these codes B- Identify the key issues that we have to take into account to minimize the impact of the classification change

RESULTS WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain Codes increase from to , being fexible to add new codes if necessary Change from numeric codes to alphanumeric Rise of the digits number: from 3 to 7 characters A- Analyze the impact of the classification change in the coding process and the services or information products based or linked to these codes More specificity in the diagnosis codes due to the incorporation of laterality, stages of healing, weeks in pregnancy, episodes of care, exhaustiveness of the anatomy…

RESULTS WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain Absence of eponyms or common procedures names, for example appendectomy Diagnosis information is not included in the description of the procedure code, for example herniorraphy Change in the meaning of the standardized terminology between both CIE, mainly in the procedure codes A- Analyze the impact of the classification change in the coding process and the services or information products based or linked to these codes

RESULTS WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain A- Analyze the impact of the classification change in the coding process and the services or information products based or linked to these codes Electronic medical records Evaluation of the healthcare quality Research Management Planning Information Technology Billing: specifically in Catalonia Indicators Reports Epidemiological alerts

RESULTS WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain Working with ICD-10-MC/PCS will require a greater time investment, which means more human resources to keep the current delivery terms, and the same quality and reliability of Minimum Data Set (MDS) Provide ongoing training for professionals in medical coding before and after the implementation B- Identify the key issues that we have to take into account to minimize the impact of the classification change

RESULTS WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain Guidelines should be established to ensure a homogeneous coding, especially in procedures Additional funds will be needed in the care centers and Public Administration to adapt their information systems The hospital Managers will have to lead the transition B- Identify the key issues that we have to take into account to minimize the impact of the classification change

RESULTS WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain Source: AAPC (American Academy of Professional Coders) ICD-10-MC/PCS will change everything! PASBA (Patient Administration Systems and Biostatisctics Activity)

CONCLUSIONS: Actions to carry out WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain 1- Increasing the professionals training will be needed before and after implementation 2- Trainers and professionals should have time to make the complete coding guidelines and final translations 3- Tools to assist the coding should be developed to shorten the coding time of professionals 4- A pilot process using ICD-10-CM, prior to implementation, must be conducted. The implementation calendar should be adjusted analysing the results and comparing them to those obtained using ICD-9-CM

WHO - FAMILY OF INTERNATIONAL CLASSIFICATIONS NETWORK ANNUAL MEETING October 2014 Barcelona, Spain Thank you very much!
