Catalyzing Improvement in PHC Through Innovation in Measurement, Knowledge Sharing, and South to South Learning Daniel H. KRESS, Ph.D. Deputy Director Global PHC and Health Financing, Bill and Melinda Gates Foundation 7 April

About PHCPI The Primary Health Care Performance Initiative (PHCPI) is a partnership that supports country policymakers, health system managers, practitioners, advocates and other development partners to catalyze improvements in primary health care in low- and middle-income countries through better measurement, knowledge- sharing and south to south learning. Led by: In partnership with: 2

Lack of measures: We all want “strong health systems and strong PHC” but we don’t have good measures of what constitutes “strong PHC/Health Systems” Lack of data: we especially lack data on service delivery The HSS/PHC Measurement Gap “You can’t improve what you can’t measure.” – Dr. Margaret Chan 3

PHC Vital Signs Indicators The 25 PHC Vital Signs indicators provide a snapshot of primary health care (PHC) performance. Are services accessible and effectively organized, managed, and coordinated to deliver high quality care? Does the PHC system provide the essential services you need throughout each phase of life? Does the PHC system efficiently deliver better outcomes and greater equity? 6

Our Activities PHCPI supports stronger PHC through four interconnected areas of work: 7
