Assessments 1999 Assessment - Two main findings –Virtually no Technician level Hazmat Response out side of Eastern Nebraska –Need for more Basic capability in many areas 1999/2000/2001/2002 developed 9 “MOU” Departments to the Technician Level and better equip the State Emergency Response Team 2002/2003/2003 part II focused on development of basic response capability across the state with focus on Communications - PPE - Decontamination

Assessments 2003 Much more extensive Assessment Completed by most of the Counties State Agencies required to complete their portion of the State Assessment Used to develop the State Strategy Used to evaluate 2004 grant applications

NEBRASKA HOMELAND SECURITY STRATEGY Developed by the planning subcommittee of the Senior Advisory Group Includes goals and objectives for all phases of response Includes Implementing Steps Strategy identifies objectives that are mandatory for award of grants.

Assessments 2003 Assessment Identified Interoperable Communications as the overarching need on both the State and local levels. 2003/2004/2005 Grants were very heavy on communications projects but all grants included planning and exercise

CITIZEN CORPS Separate part of the Grant Program Provides for the development of local Citizen Corps Councils –Sub programs like CERT, VIP, Medical Reserves, Neighborhood Watch Administered by the Volunteer Commission

HHS Programs (Highlights) Grants from CDC and HERSA (Hospital grants) Developed Health Alert Network Development of Public Health Districts Pharmaceutical Stockpile Plan Small Pox Plan Upgrades to the UNMC Laboratory Terex 2005 and

Department of Ag LEDRS Program Response Trailers Planning with Department of Environmental Quality on animal disposal Provided workshops across the State to Veterinarians, producers, Extension Educators Participated in several large local exercises Terrex 2006
