Requirement for Leahy Vetting comes from two laws:  Title 10 Programs - Department of Defense:  U.S.C. Title 10 (per NDAA of 2015)  Of the amounts made available to the DoD, none may be used for any training, equipment, or other assistance for a unit of a foreign security force if the Secretary of Defense has credible information that the unit has committed a gross violation of human rights… (Per NDAA of 2015, Title XII, Section 1204) (10 U.S.C. Section 2249e)

Field Studies Program (FSP) Objective  “Provide the international military student (IMS) a view of U.S. society, institutions, and goals, outside the classroom.” (SAMM C )  “The specific FSP objective to provide IMS with an awareness and understanding of the American democratic way of life…” (JSCET 11-1a(2)b)

FSP Importance  “FSP is an integral part of the total training program, and is second in importance only to the military objectives for which the IMS is in training.” (JSCET 11-1a)  FSP carried out by the IMSO  Through “Field Trips” and other events.  FSP cost is included in the course tuition.
