Background: SG 1 JTC 1 reconstitutes the Study Group on Smart Cities. (Resolutions 23, ISO/IEC JTC 1 N 12395, ) JTC 1 establishes a Study Group on Smart Cities. (Resolutions 3, ISO/IEC JTC 1 N 11894, )

JTC 1/SG 1 Terms of Reference 1. Investigating the value and scope of a Smart Cities’ model, including a Smart City Reference Model from an ICT perspective, a domain knowledge model, and a data and service model; 2. Investigating the need for guidelines for smart city leaders and practitioners highlighting the roles and implications of ICT standards in their work; 3. Investigating the scope for guidance for city managers on the selection and use of performance and other ICT-related indicators, and the potential contribution of further ICT-related indicators to the work of ISO TC 268; 4. Investigating the need of guidance for city managers on the selection and use of performance and other ICT-related indicators; 5. Investigating the value of requirements for standardized risk assessment methodologies that underline the dependencies across organizations and sectors inherent to Smart Cities;

JTC 1/SG 1 Terms of Reference 6. Monitoring the development of AWI (“Data and their flow across Devices and Cloud Services”) and identifying further smart city-specific related requirements if and when they arise; 7. Investigating ICT standardization requirements and techniques that contribute to enhancing individual control over personal data while recognizing the benefit to society of the sharing of pertinent personal data (such as in the fields of healthcare, security, economic and social indicators, etc.); 8. Investigating Smart Cities-specific requirements for ongoing work on Privacy Impact Assessments; 9. Liaison with relevant JTC 1 SCs, (S)WGs etc., e.g. SC 27, SC 38, JTC 1 WG 10, to help them take into account any specificity relating to smart cities in their standards development work; and 10.Liaison with other international standards bodies, in collaboration with the ISO/TMB/AG on Smart Cities, IEC/SEG 1, ITU-T/FG SSC, ISO/TC 268 etc. to identify gaps and ensure greater consistency between the standards being developed for Smart Cities. 11.Provide a report with recommendations and potentially other deliverables to the 2015 JTC 1 Plenary

JTC 1, Oct 2015 – Resolution 15 – Establishment of JTC 1/WG 11 on Smart Cities Contingent upon approval of a relevant NWIP, JTC 1 establishes JTC 1 WG11 on Smart Cities reporting directly to JTC 1 with the following terms of reference: 1.Serve as the focus of and proponent for JTC 1's Smart Cities standardization program. 2.Develop foundational standards for the use of ICT in Smart Cities - including the Smart City ICT Reference Framework and an Upper Level Ontology for Smart Cities - for guiding Smart Cities efforts throughout JTC 1 upon which other standards can be developed. 3.Develop a set of ICT related indicators for Smart Cities in collaboration with ISO/TC Develop additional Smart Cities’ standards and other deliverables that build on these foundational standards. 5.Identify JTC 1 (and other organization) subgroups that are developing standards and related material that contribute to Smart Cities, and where appropriate, investigate ongoing and potential new work that contributes to Smart Cities. 6.Develop and maintain liaisons with all relevant JTC 1 subgroups. 7.Engage with the community outside of JTC 1 to grow the awareness of, and encourage engagement in, JTC 1 Smart Cities standardization efforts within JTC 1, forming liaisons as is needed. 8.Ensure a strong relationship with Smart Cities activities in ISO and IEC Resolution 15 Page 1 of 2

JTC 1, Oct 2015 – Resolution 15 – Establishment of JTC 1/WG 11 on Smart Cities JTC 1 appoints Yuan Yuan to serve as the Convenor of the JTC 1 Working Group on Smart Cities. Tangli Liu will serve as Secretary. JTC 1 instructs WG 11 to review its Terms of Reference with respect to Systems Integration activities; JTC 1 Abu Dhabi resolutions 28 and 30 should be used as reference. JTC 1 instructs the WG 11 Convenor to work with ITTF to establish an eCommittee folder for WG 11 and to issue a call for National Bodies to register experts in the Global Directory for WG 11. Finally, JTC 1 thanks ITTF for their offer to edit and publish document JTC 1 N12790, the report of the SG on Smart Cities (without the included recommendations), as a stand-alone public document posted to the JTC 1 web site home page.
