Institute of Electrical Power Systems Institute of High Voltage Engineering and Systemmanagement NEW WAYS TO INTEGRATE GROUNDING, EQUIPOTENTIAL BONDING, SHIELDING AND LIGHTNING PROTECTION Coordinated proposals as the basis for a successful installation and safe operation of electronic equipment such as smart meters, load and energy control modules in Smart Buildings and Smart Grids in low voltage distribution networks Dipl.-Ing. Dr. Ernst SCHMAUTZER Institute of Electrical Power Systems a.o. Univ.-Prof. Dipl.-Ing. Dr. Stephan PACK Institute of High Voltage Engineering and System Management Graz University of Technology May 11 th – 12 th Maribor, Slovenia

Professor Horst Cerjak, Schmautzer, Pack Maribor, 2010 Institute for Electrical Power Systems Institute for High Voltage Engineering and Systemmanagement The basis are the requirements to ensure - the protection measures against electric shock, - protection measures for objects, areas, space, electronic equipment, - safety of people and property - EMC - the safe and reliable operation of electronic equipment - external and internal lightning protection, - structural requirements, grounding, equipotential bonding system, utilization of existing or planned on-site metallic components and structures such as metal facades, concrete reinforcing steel, metal cases, … Focus on the the integration of - earthing, - equipotential bonding, - shielding, - and lightning protection Considering State of the Art, State of Science - relevant standards, experiences and research Earthing, Equipotential Bonding, Lightning Protection and Shielding

Professor Horst Cerjak, Schmautzer, Pack Maribor, 2010 Institute for Electrical Power Systems Institute for High Voltage Engineering and Systemmanagement Premises - These topics are considered mostly separately in the planning, implementation, coordination, examination and operation process - Practice shows that a multitude of problems appear caused by stray-currents, unwanted interfering electromagnetic fields, inductive influences by low-frequency and transient currents, disturbing effects due to - switching operations in the network or as a result of - atmospheric discharges - And so integration and coordination is necessary Earthing, Equipotential Bonding, Lightning Protection and Shielding

Professor Horst Cerjak, Schmautzer, Pack Maribor, 2010 Institute for Electrical Power Systems Institute for High Voltage Engineering and Systemmanagement Premises - Other than in the most European countries, where the observation of standards is voluntary, in Austria, based on the Electrotechnical Law 1992 ETG and in the Electrical Engineering Regulation ETV 2002 (2006) certain safety standards have to be obeyed mandatorily by the planners, builders and operators of electrical installations by law One problem of this regulated approach is, that most of the planners, builders and operators consider only the legally obligatory safety standards (representing only the minimal safety requirements) and the state of art, the state of science and other relevant standards, rules and knowledge originated from the practice, going beyond the requirements of obligatory standards, are not taken into account –In other European countries the situation is not much better - everywhere planners and owners submit to the cost pressure and attempt to follow a minimalistic approach where a minimum of technological standard is pursued Earthing, Equipotential Bonding, Lightning Protection and Shielding

Professor Horst Cerjak, Schmautzer, Pack Maribor, 2010 Institute for Electrical Power Systems Institute for High Voltage Engineering and Systemmanagement Only a holistic approach and implementation of the - earthing and equipotential bonding system - lightning protection system - EMC- and lightning protection-zones as a jointly co-ordinated system, taking into account - operational frequency (50 Hz) and transient frequency processes (short circuit, switching, lightning) provide a flexible operation and refurbishment meets the requirements for - protection against electric shock, - minimizes resistive, inductive and capacitive interference, - reduces the occurrence of electromagnetic fields and - enables the implementation of high-quality measures for the electric/electronic equipment safety, efficient lightning and surge protection. Conclusion

Professor Horst Cerjak, Schmautzer, Pack Maribor, 2010 Institute for Electrical Power Systems Institute for High Voltage Engineering and Systemmanagement In designs with reinforced concrete or steel structures, metal roofs and metal cladding  the proposed grounding, equipotential bonding and lightning protection system can be integrated unobtrusively to achieve a reasonable protection goal - also in classical building concepts and refurbishment. The integrated of the protection system can (shall) be integrated into the innovative details of modern architecture and does not prejudice to the architectural design and technical function or provokes the need to modify the architectural concept If early enough considered  can be integrated easily in the design concepts of architecture Conclusion
