3Safe Manning on Inland Waterway Vessels Objective To ensure that vessels are operated safely and manned with sufficient and qualified crew to prevent accidents or pollution from the handling and transport of dangerous goods and cargo. 3Safe Manning on Inland Waterway Vessels Justification Human errors may be caused by a number of different factors such as poor training, carelessness or indifference. Safety is poor on board in many vessels sailing on the Mekong River. Insufficient education of crew, especially regarding handling and transporting dangerous goods, and a lack of guidelines. Minimum Safe Manning Standards on board inland vessels on the Mekong River do not exist yet. Standards will first be prepared for and applied to vessels carrying Dangerous Goods. 2

3Safe Manning on Inland Waterway Vessels Outputs 1.Safe Manning Standards and Certification Requirements for all types of inland waterway vessels (tanker vessels, cargo vessels, passenger vessels and ferries) prepared at national level, and regional harmonization initiated. 2.Training Needs Assessment for all specific subjects regarding Safe Manning on board vessels conducted. 3.Curricula, syllabi and training course material regarding Safe Manning on board vessels prepared and training carried out. 4.Training programme on Safe Manning Standards and the training certification process incorporated into the existing national maritime training portfolio. 3
