Definition of Mobility Management (working) Mobility management is a broad set of activities to deliver the best mix of mobility options for all people by integrating transportation modes, integrating transportation with the services of other community agencies, and above all, ensuring people can use transportation to become fully integrated into their community.

NCMM: Key Activities  Promote knowledge and adoption of promising practices  Provide technical assistance  Educate on MM-related topics and strategies  Facilitate design of innovative solutions  Support FTA and other federal partners on transportation coordination issues and activities

13 Discussion Topics FTA’s Innovative Public Transportation Workforce Development Program Future direction for FTA’s workforce programs – FAST Act State DOT’s use of FAST Act Funds Future Collaborations – Federal, State and Local Agencies, Transportation Industry Partners, etc.

FTA Innovative Public Transportation Workforce Development Program Program Purpose: Award demonstration grants that: Create employment training programs; Do outreach to minorities and females to increase employment in transit; Conduct research on public transportation and training needs, and; Provide training and assistance for minority business opportunities. FY 2015 Workforce NOFA - Sought projects that could demonstrate how a program or project can: 1) Assist in building ladders of opportunity to the middle class; 2)Connect people and economic opportunities in public transportation; and 3)Build pathways to new job opportunities and careers in the transportation industry. 14

15 Fixing America’s Surface Transportation (FAST) ACT Technical Assistance and Workforce Development - Section 5314 Consolidates former 5314 and 5322 into a single section for both eligibilities, and maintains the National Transit Institute (NTI) Funds tech. assist., standards development, human resources and training activities, to include the new “Innovative Public Transportation Frontline Workforce Development” Program – requires 50% match Allows use of ½ of 1% from 5307, 5337, 5339 formula grants for Workforce Development and NTI eligible activities at 80% federal share ($76M in FY2016). Overall Funding: $ 9M/year from the Trust Fund, of which $5M is set- aside for NTI, and an additional $5M/year authorized from General Fund, subject to appropriations.

16 FAST Act Human Resources and Training Innovative Public Transportation Frontline Workforce Development Program FTA will establish a competitive grant program to assist the development of innovative activities to support: – employment training programs; – outreach to specific under-represented populations in the workforce; – research on public transportation personnel and training needs; – training and assistance for veteran and minority business opportunities; and – consensus-based national training standards and certifications in partnership with industry stakeholders.

Suggestions for State DOT Funding Section 5311 grantees may want to work with their rural technical assistance centers and National RTAP to develop workforce initiatives. Consider statewide workforce and training needs to develop statewide programs, models or approaches that leverage the use of the ½ of 1%. Partner/Collaborate with Transit associations FTA, with assistance from its workforce grantees, is developing useful materials to assist agencies in developing their own methods for utilizing their eligible (1/2 of 1 percent) of their 5307, 5339, and 5337 funding in support of workforce development. FTA is permitting Bus and Bus Facility discretionary applicants to identify the amounts needed (up to ½ of 1 percent of their request) in their application to support workforce development. 17

FTA’s 2016 Workforce Action Items Conducting a national workforce summit Expanding partnerships with the Department of Labor as part of the DOT’s Coordinated Council on Access and Mobility initiative; Creating useful materials for outreach from the $ 20M of grantee projects to date Building a strong evaluation construct with consistent measures and writing a report that highlights the outcomes to date Developing target objectives with DOL including determining a core set of performance measures to consistently track and communicate success Developing a five year strategic plan and a workforce strategic plan 19
