Forskningsrådet, 23. april 2014 Tom-Espen Møller, DG RTD, B6 Social Sciences and Humanities in HORIZON 2020

Contents I.Integrating SSH across Horizon 2020 II.Horizon 2020 approach for Societal Challenge 6 III.Societal Challenge 6 Work Programme 2014/15

SSH in Horizon 2020 Social sciences and humanities (SSH) research will be fully integrated into each of the general objectives of Horizon 2020 H2020 draft regulation

Integration of SSH in Horizon 2020 Supported through the 'Excellent Science' part of H2020 (ERC, Marie Curie and Infrastructures) Integrated in Leadership in Enabling and Industrial Technologies (LEIT) where relevant Integrated in all Societal Challenges SSH play a major role in the Societal Challenge 6: "Europe in a changing world – inclusive, innovative and reflective societies"

Integrating SSH: two approaches Embedded SSH: All Societal Challenges, LEIT and activities under Excellent Science are generally open to SSH contributions in all their lines of activity and thus favour 'embedding SSH' as genuine interdisciplinarity Primary SSH: In some Societal Challenges and parts of LEIT there are topics in which SSH will play a primary role

The role of SSH in excellent science The European Research Council (ERC) is already a major funding source for curiosity driven frontier research. About 17 % of the ERC-budget will be allocated to SSH Marie Curie-Sklodowska Actions (MCA) give opportunities for greater mobility and network building. SSH share of % Several major research infrastructures in the SSH are supported by FP7/H2020 : CESSDA, DARIAH, CLARIN, ESS, SHARE

The role of SSH in industrial leadership Strengthening the cultural and social aspects of innovation SSH as a source of creativity in development of services and products Societal aspects Business and management models

The role of SSH in the Societal Challenges The Societal Challenges will bring together different technologies, sectors, scientific disciplines, social sciences and humanities, and innovation actors to find new solutions

Examples of SSH-relevant themes in the societal challenges 1-3 SC1: Understanding the determinants of health and optimising the effectiveness of healthcare provisions SC2: Support to policies empowering rural areas and promoting informed consumer choices SC3: Robust decision making on energy policy and in ensuring a consumer friendly European electricity grid and a transition to a sustainable energy system

Examples of SSH-relevant themes in the societal challenges 4, 5 and 7 SC4: Supporting evidence based transport policy and foresight, urban mobility SC5: Support to climate change mitigation and adaptation strategies, resource efficiency initiatives and measures towards a green and sustainable economy SC7: Cultural and socio-economic aspects of security, risk and management issues (including legal and human rights aspects)

Integrating SSH – practical steps SSH-relevant topics are "flagged" at the Participant Portal: /ftags/ssh.html#c,topics=flags/s/SSH/1/1&+callDeadline/desc /ftags/ssh.html#c,topics=flags/s/SSH/1/1&+callDeadline/desc The expert advisory groups of each Societal Challenge include SSH scientists The evaluation panels for SSH-relevant topics will include experts with SSH competences A regular monitoring and review of the implementation of interdisciplinarity across Horizon 2020 will be carried out

Integrating SSH – Challenges  In technology-driven topics there is a tendency to refer to SSH aspects in only a marginal way (  SSH as add-on not as integral or driving part);  The aim to make the call texts more general and less prescriptive might be in conflict with the need to draft texts with the necessary level of detail and reference to relevant SSH research;  Cultural and practical barriers/academic incentive system: mono-disciplinarity of training, curricula, journals, faculty structures;

Societal Challenge 6: Europe in a changing world – Inclusive, innovative and reflective societies

Societal Challenge 6: Inclusive Societies Smart, sustainable and inclusive growth Building resilient, inclusive, participatory, open and creative societies in Europe Europe's role as a global actor Sustainable and inclusive environments through innovative spatial and urban planning and design

Societal Challenge 6: Innovative societies Strengthening the evidence-base and support for the IU and ERA Explore new forms of innovation, with special emphasis on social innovation and creativity Make use of the innovative, creative and productive potential of all generations Cooperation with third countries

Societal Challenge 6: Reflective societies – cultural heritage and European identity European heritage (memory, identity) European countries’ and regions’ history, literature, art, philosophy and religions and how these have informed contemporary European diversity Research on Europe's role in the world – intercultural relations

Horizon 2020 groups - Collegial approach: 12 Units from 5 Directorates and 2 DGs involved in the drafting of the WP Policy insights coming from more than 10 DGs Horizon 2020 approach Focussed Calls Prioritisation of Topics (strategic programme) => Focus area in Challenge 6: "Overcoming the crisis: new ideas, strategies and governance structures for Europe" Implementing Societal Challenge 6

Societal Challenge 6 Work Programme

Challenge based approach is reflected in the description of the "Topics" of the Work Programme Specific Challenge: Sets the context, the problem to be addressed, why intervention is necessary Scope: delineates the problem, specifies the focus and the boundaries of the potential action BUT without describing specific approaches Expected Impact: describe the key elements of what is expected to be achieved in relation to the specific challenge

Call text provides for research projects indicative budget range of 1.5–2.5 M EURO in order to indicate the average size of the proposal any amount is possible, i.e. no ex-ante fixed budgets Topics are described in an open way, i.e. proposers can address the topics in a comprehensive way, in a focussed way or cover other issues relevant for addressing the topic No project negotiations! The Work Programme: bottom-up in terms of budget and content…
