INTRODUCTION TO NSDP The National Skills Development Program (NSDP) is one of the National Priority Programs announced by His Excellency the President of Islamic Republic of Afghanistan in 2004 in Berlin, Germany. Goal -- The overall goal of NSDP is to contribute to the socio-economic recovery of Afghanistan through the development of national Technical and Vocational Education and Training (TVET) system that is responsive to labor market needs and that provides unemployed and under-employed Afghan women and men with the knowledge and skills for decent work. 2

COMPONENT 1: FUNDING HIGH QUALITY TRAINING Contracting and funding of labor market driven vocational training across all providers - through competitive bidding and formative contract negotiations COMPONENT 2: TVET SYSTEM BUILDING Developing National Occupational Skill Standard (NOSS) and Curriculum; Supporting the establishment of ANQA/TVET Board including Accreditation & Certification System; Capacity Building of Training Providers; Provision of Training of Trainers (ToTs); Institutional Capacity Building of NSDP and General Directorate of Skills Development of the MoLSAMD; Two key and interlinked strategic components of NSDP 3

COMPONENT 1: FUNDING HIGH QUALITY TRAINING 51,171 trainees trained through competitively won contracts and mainly by NGOs (>35%women and 3% disabled) 86% waged and self employment rate, with reasonable income (25% sample across every skill area ) COMPONENT 2: TVET SYSTEM BUILDING National Occupational skill standards (NOSS) developed 2.Assisting CESP for the development of 8 level NQF, structure for NQA and act for NQF and NQA 3.Technical teacher training (discussion with potential donors and through NPP1 is ongoing ) Progress/ Achievements 4

12 NON-FORMAL APPROACH TO TRAINING EDUCATION AND JOBS IN AFGHANISTAN PROJECT (NATEJA)

Introduction of NATEJA Project  PDO: Increase the potential for employment and higher earnings of targeted young Afghan women and men in rural and semi-urban areas through non-formal skills training  Project Cost : 15.0 Million through ARTF + 5 million contribution of MoF ( with possible 3 Million Euro from the Government of Italy)  Project Implementation Period : i)Date of Effectiveness : March 3, 2014 ii) Date of Completion : December 30,

Project three main components  Component 1: Improving the Quality of Non-formal Training and the Labor Market Outcomes of Trainees  Component 2: Project Management, Capacity Building of MOLSAMD and M&E.  Component 3: Supporting Entrepreneurship among Unskilled and Illiterate Young Afghans.  Sub-component 3.1: Encouraging Rural Employment  Sub-component 3.2: Promoting Entrepreneurship among Afghan Youth  Sub-component 3.3: Feasibility Study on Apprenticeship Program 14

Component 1: Improving the Quality of Non-formal Training and the Labor Market Outcomes of Trainees(Total base cost, US$ 7.9 million)  Selection and singing MOU with 192 out of 1200 private and non- governmental training providers through out the country  Offering them incentive payments of $100 for skill-test pass and employment of graduates  The total number of trainees graduating within 2.5 years will be while the number of trainees for whom incentive will be paid is 40320, based on the assumption that only 70% will be employed  It is assumed that each TP will have 20 trainees in at least 3 trades and with 2 batches per year  The selection of trades and trainees are the jobs of training providers  Inspection Agency will be recruited and will verify the training delivery and tracing the graduates on a random sampling bases for TP incentive payment  NSDP M&E will have an overall M&E responsibility 15

Component 2: Project Management, Capacity Building of MOLSAMD and M&E (Total base cost, US$ 3.6 million)  Capacity building support for the curriculum and NOSS development units of NSDP  Other areas for capacity building : (i) Procurement, (ii) Financial Management (iii) Labor Market Information Systems (iv) M&E and (v) Entrepreneurship Development  Building Management Information System for NATEJA/ NSDP  Supporting LMIU under the DG Manpower and Labor Regulation for conducting the Labor Market Information studies  Activating 2 Employment Service Centers with entrepreneurship cells 16

Component 3: Supporting Entrepreneurship among Unskilled and Illiterate Young Afghans (Total base cost, US$ 3.6 million)  Sub-component 3.1: Encouraging Rural Employment: provision of vocational training for 1500 member of saving groups under AREDP in five provinces ( Herat, Bamyan, Nangrahar, Balkh and Prwan)  Sub-component 3.2: Promoting Entrepreneurship among Afghan Youth : provision of $500 grant for 2520 businesses (25% for existing and 75% for new businesses) based on the best business plans supported and evaluated by entrepreneur cell /ESC, hiring of external firm for the management of this component  Sub-component 3.3 :Feasibility study on how the Informal Apprenticeship Program could work in the socio-economic, cultural and political context of Afghanistan 17

Challenges and Constraints  Micro-finance facility with high interest rate  Week linkages and coordination for accessing the micro credit to TVET graduates.  No proper support mechanism and environment to ensure the sustainability of entrepreneurship activities  Limited access of women entrepreneurs to potential market  Dumping policy of the neighboring countries  Limited efforts in making the TVET provision responsive to the labor market needs 18

Recommendation from vocational training for livelihood improvement  Improving the quality and relevance of TVET through system building including the non-formal and informal method of deliveries  Post training support for graduates particularly for self employment  Access to micro credit in an acceptable terms for beneficiaries  Aligning all TVET interventions with National TVET strategy  Focusing on agriculture and agricultural related trades 19
