Expectations by the Health & Resource Services Administration (HRSA) Health center grantees are required to submit Quarterly Progress Reports on the following: ▫ Assists – one individual can be counted multiple times ▫ Applications – include Medicaid, CHIP and Marketplace applications ▫ Enrolled – estimated and confirmed ▫ Issues/Barriers ▫ Key Strategies/Lessons Learned Both assists and applications must equal the number of individuals that would benefit from the assist or application 2

Texas Health Centers For the period July 1, 2013 through June 30, 2014, Texas health centers reported: ▫ 365, 063 assists ▫ 111,550 applications submitted ▫ 61,783 estimated enrolled Should include Medicaid, CHIP and Marketplace ▫ Both assists and applications must equal the number of individuals that would benefit from the assist or application 3

Lessons Learned: CHIPRA Experience TACHC awarded a CMS grant to conduct outreach and enrollment (CHIPRA) Reporting Tool - Excel ▫ No automatic reporting capabilities ▫ Manual analysis ▫ Cumbersome formulas ▫ Time-consuming to develop required grant reports ▫ Not web-based, inconvenient 4

TACHC Online Reporting Tool TACHC developed the online reporting tool to assist health center OE staff to track and count each of the HRSA reporting metrics (assist, applications submitted and estimated enrolled) Web-based HIPAA Compliant ▫ Fully secured site ▫ Back up services ▫ Tracks security breaches Reporting function capabilities FREE and available at no additional cost No separate business agreement required Approved by HRSA 5

Evaluating O&E Activities Reporting features of the online reporting tool: ▫ By Reporter (O&E staff) ▫ By Clinic (multiple site comparison) ▫ For these 2 categories, reports can be generated by:  New clients  Assists  Enrollments  Submitted to Marketplace  Registered to vote ▫ By Program  Medicaid, CHIP and Marketplace 6

Who is Using It? 36 health centers and their sites using the online tool Feedback is positive ▫ Better than Excel! ▫ Appreciate the capability to generate different reports especially the data for the HRSA QPR ▫ Because it is web-based, can log on anywhere ▫ Able to compare activity of O&E staff Improvements continuously have been made through suggestions by OE staff If there is a report you want to see, let us know and we’ll make it happen! 12

Voter Registration Resources & Tools Offering voter registration can be an integral part of any CHC outreach program. Asking about and assisting with voter registration is a required part of the enrollment process for benefits like CHIP, Medicaid and the Marketplace. TACHC can: Provide tools for incorporating voter registration into enrollment activities and health center services. Voter Registration in the Application Process MEDICAID/CHIP: “If you are not registered to vote where you live now, would you like to apply to register to vote here today?” MARKETPLACE: “Does anyone in your household want to register to vote?” O&E staff must remain unbiased, non-partisan and non-political while offering O&E services. 17
