The use of Knowledge Attitude Practice (K.A.P) Surveys in CBDRM projects Example in the Project: Capacity building for institutions and vulnerable communities to improve disaster preparedness, mitigation and response in Thanh Hoa and Quang Tri provinces, Vietnam

Minister (PM)’s Decision No 1002 component I: strengthening capacity for managing and implementing CBDRM for local officers at all levels component II: improving communication and education, enhancing the capacity of community in disaster risk management.

Purpose of K.A.P survey To understand people's Knowledge, Attitude and Practice in relation to disaster risks to be able to design a disaster risk communication strategy and plan To establish baseline information & measure the impacts of focused disaster risk communication activities To identify main channels of communication used by the people that will be the audience of the awareness raising activities To provide new and complementary data for advocacy on Disaster Risk Reduction

“Before we did not know about or did not pay much attention to the diseases after flood. Now, we are aware of possibility that diseases may occur. We are concern about diseases for our family, especially for children and the elderly. Thus, storing medicine before annual flood season is becoming a common activity within our community” – Ms Tuyen, a member of Women Union of Nga Bach commune.

“We haven’t met any difficulty when asking people to move to safe place. People seem to understand about the risk if they stay in the flooded area. I have to admit that now local people have more understanding on the disaster and their safety than before. This change helps us much in our task” Ms Tuyen, a member of Women Union of Nga Bach.

What the people have learnt from our disaster Risk communication activities? ‘’Disasters bring diseases’’ People better understand that Persons with Disabilities and pregnant mothers are more vulnerable to disaster. People became more confident and know what to do in case of disaster. (People can regain control of their life because of knowledge) People realize the importance of storing fuel, food, water, medicine Increase rate of preparedness measure such as ‘’ listening more regularly to the news ‘’ More people evacuate when asked by the local authorities Increase knowledge in hygiene practice

Attribution of the results to the project As there has not been any other similar intervention in the project area during the same period, we can therefore reasonably attribute the positives findings of the K.A.P to the project conducted by CARE and PLAN with its implementing partners.

Conclusion Awareness raising activities work and are worth funding !!! Knowledge Attitude Practise K.A.P surveys are important tools in awareness raising program to measure the outcomes/impacts (change in knowledge and practices) and not just outputs (nber of leaflets/posters disseminated or training conducted) Results can also be used as evidence based information for advocacy (ex: gender, participation…..)
