2 Background VDOT has been proactive utilizing the private sector for: –Operations services TOC Floor operations Safety Service Patrol Systems Administration –ITS planning, design, implementation and maintenance –Software development –511 services –Video Distribution –ITS CEI –ITS Professional Design

3 Strong Reliance on Private Sector Definition of Public-Private partnership –VDOT could not manage Operations without your help! –Multiple different procurement types Standard Procurement (VPPA, goods and services) PPTA of 1995 Design/Bid/Build Design/Build Are there issues with all this outsourcing? –VDOT has a great working relationship with all of our vendors However, today we have 9 primary just for basic Operations services

How do we get there? VDOT issued an RFI 1/17/12 Webex participants from South America, Korea, Europe, US –VDOT examining procurement processes –Looking at other similar procurements Common Highways Agency Rijkswaterstaat Model (CHARM) –Support the traffic management processes in each organization, currently and within the foreseeable future; –Enable operational resilience –Support a managed service model, promote functional development during the operational phase, and prevent vendor lock-in; –Enable the total cost of ownership to be reduced significantly from the parties' current generation of traffic management centers.

6 How do we get there? VDOT working very closely with newly established Office of Transportation Public-Private Partnership (OTP3). Final Goal: Procure Integrated set of managed services that are integrated by technology
