Declaration Concerning 21 st Century Border Management In May 2010, President Obama and President Calderon signed the Declaration Concerning 21st Century Border Management to fundamentally restructure the way the U.S. and Mexico manage their shared border in order to increase the overall security and prosperity of both countries. 2 And on -Advancing these goals; -Improving border challenges and enhancing opportunities for mutual cooperation; and, -Identifying border management priority issues and monitoring the projects until completion. The Declaration focuses on -Securing and facilitating the flows of people and cargo, -Strengthening public security, and -Engaging the border communities in the creation of this new border vision.

3 Why is the US-Mexico relationship important? The United States and Mexico  Facilitate approximately $1.5 billion in goods crossing the border every day  Have a trade partnership which supports six million jobs in the U.S.  Share 1,969 miles of the most frequently traversed border in the world - over 400,000 people and 14,000 trucks cross every day Mexico is an important trading partner to the U.S. and accounts for about 12.5% of total U.S. imports and exports. U.S. sales to Mexico are larger than all U.S. exports to Brazil, Russia, India and China combined, as well as all combined sales to Great Britain, France, Belgium and the Netherlands.

4 Pre-screening, pre-clearance, and pre-inspection of people, goods, and products; Information sharing; Risk management strategies aimed for shipments and/or individuals; The standardized collection and single entry of trade data; Bi-national coordination of facilities; Collaboration with the private sector, the trade community, and international partners to secure supply chains; Joint threat assessments; The collection, analysis, and sharing of information from interdictions, investigations, and prosecutions in order to disrupt “criminal flows”; and Wait times monitoring and management at the border; The scope of Executive Steering Committee created under the 21 st Century Border Management Declaration encompasses the creation, expansion, improvement or mutual recognition of: Declaration Concerning 21 st Century Border Management Declaration Concerning 21 st Century Border Management

5 Accomplishments Declaration of Cooperation between DHS-CBP and Mexican Federal Police regarding Border Violence Prevention Protocols. Declaration of Principles between DHS and the Mexico government concerning Bilateral Strategic Plan Initiatives. Provide technical assistance, training and assist with the stand up of a Mexico trusted trader (shipper) program – Nuevo Esquema de Empresas Certificadas (NEEC), the equivalent of U.S. Customs-Trade Partnership Against Terrorism (C-TPAT). Provide Mexico support in establishing a Mexican Advance Passenger Information System (APIS).

6 U.S. and Mexico established a joint partnership to target suspect cargo and undocumented travelers. Created a single electronic data filing process for both Mexican exports and U.S. imports in the rail environment. Created a Viajero Confiable (Mexico global entry) system that allows pre-approved, low-risk air travelers to use automated kiosks for expedited clearance. Focus on a series of infrastructure projects to expand, create or improve ports of entry, access, and border crossings. Created the Joint Security Program (JSP)- Mexico, through which CBP officers are temporarily assigned to the Mexico City airport. Provided interoperable radio equipment to Mexico federal Agents in Nogales, Sonora, Mexico for joint coordinated patrols. 21 st Century Border Management Accomplishments

7 Pre-Screening pilots plans for Santa Teresa/San Jeronimo, New Mexico, Laredo Airport, and Tijuana (across from Otay Mesa Port of Entry) by CBP, other US government agencies, and the Government of Mexico, scheduled to commence in FY13. Coordinate opening of completed CBP remote port of entry facility at Boquillas in the Big Bend National Park. Determine the road map towards mutual recognition for the NEEC. Launch and enhance Viajero Confiable. Review the Single Entry Rail pilot results and move to launch. Coordinate with the Mexican Government to refine the Advanced Passenger Information system and the Passenger Name Record collection process. 21st Century Border Management Significant Ongoing Projects
