A Standards Based Approach to Law Enforcement Information Sharing

 Population: 824,082  State Law Enforcement (Highway Patrol/DCI)  65 County Sheriffs  75 City Police departments  Of the above, 75% of the population is covered by RMS/JRS provided by two venders (New World and Zuercher)  Remaining 25% have off the shelf report storage, locally developed system or other RMS/JMS provider.

 Variety of Records Management and Jail Management systems.  Information in silos, with important information unavailable to other agencies.  Inability to effectively participate with evolving ISE capabilities (N-DEx, NSI)  Time intensive for investigative searches of other agency contacts with suspects.  No security standard for PII, confidential information exchange & storage

 Information sharing across agency regardless of disparate geographic location or current RMS/JMS system through Connect SD hub.  Participation in N-DEx and NSI.  Secure data with appropriate access controls.  Protect privacy/civil liberties of our citizens.  Low cost solutions utilizing national standards.  Improved investigative search capability.  Statewide system with local control (Chiefs/Sheriffs/DCI/Highway Patrol)

 Information Sharing Grant Proposal from BJA  Created Governance Board  Technical Assistance from IJIS  Determined minimum (13) field elements from RMS/JMS/CAD Systems  Stay within N-DEx IA & IB IEPD’s  Service Oriented Architecture (SOA)  Use of Global Standards (NIEM, N-DEx IEPD, GFIPM)

 Use of Global Resources -Privacy and Civil Liberties Development Guide and Template -IIR/NGA technical assistance in privacy policy development for Connect SD -Line Officer Training DVD  Worked with agency heads and vendor to allow local control of information submitted.  Utilized RISS secure environment

 Basic Web Based RMS  Images & Photos  Scars, Marks, Tattoos  Notifications ◦ ◦ SMS Text Message FUTURE: -Real time submissions of SAR to Fusion Center -Mobile and Desktop check the box for routing -Interstate sharing of Connect SD -Accept submissions from other Local, State, and Tribal agencies including DOC and Parole
