b Title I Targeted Require- ments for Student Eligibility Based on Needs Assessment data, determine subject and grade levels for Title I. Develop with all teachers the 2 objective, academically related criteria used to identify students who are failing or at risk of failing reading and/or math (eg, test score and standardized teacher referral form). Determine a system to add the 2 criteria together. Rank students by the combined total criteria score from highest to lowest risk. Serve students in the order of list.
