Fleurieu Regional Waste Authority (FRWA) Presenter Marina Wagner Executive Officer, Fleurieu Regional Waste Authority (FRWA) November 2012 FLEURIEU REGIONAL WASTE AUTHORITY 1

Groundwork: In 2007 the Constituent Councils of the Fleurieu Region unanimously adopted the Fleurieu Peninsula Regional Waste Management Strategy. The report contained 60 recommendations on a regional waste management approach to be implemented over the next 5 – 10 years. A key recommendation of the strategy was that if Councils decided to own and operate common assets, then they should establish a Regional Subsidiary pursuant to Section 43 of the Local Government Act, 1999 The Fleurieu Regional Waste Authority (FRWA) was subsequently established as a regional subsidiary by the Alexandrina Council, the City of Victor Harbor, Kangaroo Island Council and the District Council of Yankalilla The FRWA Charter was approved in January 2010 and gazetted on 11 February Under its Charter, FRWA is responsible for providing and operating waste management services on behalf of the four councils. This includes the operation of five waste and recycling depots and the provision of waste, recycling and green waste collection services, public litter and event bins collection for the Constituent Councils

Four Councils- One region FRWA’s Mission Manage waste is a sustainable way to benefit current and future generations by: – Strong, positive regional partnerships – Effective communication and promotion – Economic development within the region – Exemplary waste collection and management services – Sustainable and equitable resource management. FRWA’s Vision: ‘Councils working together to achieve sustainable waste and resource management’

Five Objectives FRWA Business Plan and the 10 Year Strategic Plan Educating and informing the community on recycling, resource recovery and responsible waste management 2.Providing a sustainable and cost effective kerbside collection service for Constituent Councils 3.Managing services and infrastructure that will enable efficient and effective waste management for Constituent Councils 4.Promoting and researching ecologically sustainable waste management and actively representing Constituent Councils 5.Meeting the highest standards for a Local Government Regional Subsidiary in governance.

The first 12 months….. In July 2010 FRWA ‘offices’ started with a couple of workstations in the offices of the District Council of Yankalilla. Over the first months, Council’s staff also provided invaluable administrative and financial assistance which significantly supported FRWA’s start up tasks Following the consideration of different options for a more central office location, FRWA moved into a small office area at the Alexandrina Works Depot in Goolwa. This time is was Alexandrina Council that went out of its way to ensure FRWA could move into its new home before Christmas 2010 During the start up date of the Authority from July 2010 to 1 December 2010 the focus was on the establishment of all governance and business structures necessary to undertake business (e.g. opening up of a bank account, registration of a business name, purchase and set up of accounting and payroll systems, set up of office accommodation etc.), including of establishment of relationships with financial institutions, insurances, major suppliers etc. in preparation for the operational stage of FRWA Service Level Agreements were developed for all waste services and a reporting framework was put in place for the Constituent Councils to enable the FRWA Board to measure performance against the agreed Key Performance Indicators FRWA, in cooperation with other regional waste authorities and with the assistance of expert consultants, developed policies and procedures that govern FRWA human resources, financial and business management as well as the work of the FRWA Board

The first 12 months….. continued Structures and programs for FRWA’s financial management (in accordance with the requirements under the Local Government Act, 1999 and its relevant regulations) have been implemented and the first budget review was approved by the FRWA Board and all Constituent Councils Good working relationships with all Constituent Councils ensured a smooth transition of business to FRWA in all relevant areas of human resources management, operation, financial management and assets management on 1 December 2010 On that date, FRWA took over the operation of the WTSs at Goolwa, Kingscote, Strathalbyn, Victor Harbor and Yankalilla, the cleaning of public toilets for the City of Victor Harbor, the kerbside collection of recyclables and greenwaste and the management of all public litter bins and event bins. FRWA has also taken over the management of electronic waste, the Drum Muster Program, the Mobile Phone Muster Program, the coordination of ChemCollect and the household hazardous waste collections

The first 12 months … continued FRWA worked closely with its Constituent Councils to review the original 3 year Business Plan and 10 year Strategic Plan and first revisions of both documents were approved by the FRWA Board and Constituent Councils in early 2011 In early 2011 FRWA commenced preparation for all new services, the key focus being on truck acquisition and recruitment of drivers A Service Level Agreement (SLA) will be prepared for the maintenance of the truck fleet In parallel, all associated services such as transport, processing and disposal of wastes were reviewed and restructured to ensure benefits through economies of scale can be utilised for the benefit of the Constituent Councils At the same time, the scope and quality of services on WTSs were reviewed and the first improvements have been implemented to ensure a better use of FRWA’s resources

From July 2011

From July 2011…… continued Kerbside Collections 1 July 2011 FRWA took over the kerbside collection services for residual waste (MSW) for the three mainland Councils 1 September 2011 the kerbside collection of residual waste and recyclables on Kangaroo Island Problems with RACV deliveries and performance Seasonal variations A small business can be tricky: the fine line between efficiencies and being short staffed A kerbside bin audit was undertaken in May/ June 2012 and findings of the audit will inform options for the improvement of kerbside collection services, information and education strategies

From July continued Waste and Recycling Depots Decision by Alexandrina Council and City of Victor Harbor to develop he Goolwa site as a regional facility and close the VH site Review of processes at Goolwa site and implementation of major Improvements to greenwaste composting May e.waste campaign at the Goolwa site- 11 shipment containers full of e.waste are a good indictor for the role of this site in the region Significant improvements were made to the Waste and Recycling Depots at Kingscote and Yankalilla by upgrading drop-off areas, increasing salvage and recycling opportunities and improving OHSW conditions Compliance audits were conducted for all Waste& Recycling Depots against their respective EPA licences

From July continued Corporate FRWA EBA P OLICY D EVELOPMENT AND R EVIEW - Through this financial year the Authority continued to develop and review its Policies and Procedures An Internal Audit Committee has been established to provide an extra level of control ensuring that financial and operating procedures and systems are adequate The Authority applied for and was granted ministerial exemption from having to establish an Independent Audit Committee FRWA progressively transitioned to a new finance system, which started with payroll from 1 April 2012 and all other modules from 1 July 2012 On the move again…… The Authority office relocated to 25b Hutchinson Street, Goolwa on 16 March Next step: include establishment of an office at the Goolwa site as part of the re- development

From July 2012 to date Review Kerbside Collection Policy Review kerbside collection options Further roll out of greenwaste collections Cooperation with neighbouring councils/ authorities Business Review Education program Regional e.waste centre
