Center for Civil-Military Relations (CCMR) Maritime Security Program Since 2005, CCMR has conducted four bi-lateral and thirteen regional mobile maritime security-related programs around the world. Starting in 2009, CCMR has also conducted twelve “Global” week-long “Responses to Maritime Violence” Courses (twice a year - April and September) in-residence at the Naval Postgraduate School in Monterey, California. In December 2014, CCMR conducted the first iteration of its new two-week in-residence program. There will be three such in-residence courses in April, June and September of 2015.

Mobile Maritime Programs Central American Regional Maritime Program – 2012

CCMR Concept Build capacity in friendly governments through custom-built short courses at three levels Global (Monterey) Regional (Identified by Combatant Commands) Bilateral (all CTFP and IMET countries) Emphasize interagency and multinational (preferably regional) approaches Use presentations, case-studies, and exercises Allow participants to teach other participants Partner with other community providers No tactical-level training; refer countries and ODCs to other qualified maritime security training providers, e.g., USCG, USN and IMB programs

Principles Every government faces similar maritime security challenges – But: Each country has its own unique history, culture, threats, resource endowment, and political climate that it must operate in U.S. model works for the U.S. (sometimes) Education is the key to developing civilian officials and military officers capable of collective action against maritime challenges Participants must think about what will work for their government They must think creatively and share their experiences and ideas with others
