UNION OF CRUISE SHIP OWNERS & ASSOCIATED MEMBERS I PRESENTATION AGENDA UNION TASK & REPRESANTATION CABOTAGE PORTS EDUCATION STATISTICS OF GREEK PORTS

The Union of Cruise Ship Owners and Associate Members (UCSAM) represents and speaks for the various cruise companies that operate in the Greek waters. UCSAM has been formed and comprises of representatives of Owners, Managers and other entities related to cruise business such as shipping agencies, tour operators etc. UNION REPRESENTATION

Our Union’s main objective is to protect the interest of our members and further improve the services that are being provided in their cruising areas, including upgrading of port facilities, amelioration of the relevant tourist services in these and even assistance and advice on possible new destinations.

Liberalization of Cabotage for Cruise Ships: We have managed to open the Greek ports to all cruise lines, irrespective of flag and port of registry. The new legislation aims towards the right direction and allows vessels to embark and disembark passengers at any port, without any restrictions. Homeporting in any Greek port is now possible. Already Piraeus, Heraklion, Rhodes and Corfu are booked from cruise lines for homeporting. Homeporting allows many New Greek ports to be introduced in the itineraries by shortening the distances travelled, making the itineraries both more interesting and less costly.

Revised/improved Cabotage rules are now applicable: No special contract required No additional tax/fees applicable No limits for ports stay No specific number of Greek ports of call are required No additional verification concerning matters of safety No unnecessary references concerning the manning according to flag state regime Those companies who wish to employ Greek Seamen will enjoy special benefits on Seamen’s remuneration, such as subsidized NAT contribution, etc.

Following are the expected benefits resulting from the Liberalization of Cabotage for Cruise Ships Operation: Home porting increases the vacation spending per passenger in general (pre and post cruise stay ashore). Shortening the cruise trading within the Greek ports/islands, so that Owners save on fuel More Greek ports/islands on short cruising Good chance for cruise companies to employ Greek officers and staff Creating new future destinations and calling at more Greek islands. Additional passenger spending at home port and ports of call, resulting in increased revenues for both of them.

Season to be extended with the target to reach full year operation with winter trading South East Med Air traffic/hotel accommodation and transport in general will be improved, greatly enhancing the local homeport economy Local airlines and local hotels will benefit greatly from the increased passenger traffic Longer stay in ports will result to Owners benefit from fuel savings Low port costs More shorex revenues, etc.

Greek Cruise Ports Improvement Planned – Suggestions: It is important to proceed without delay with the implementation of port infrastructure improvements in the major ports of the country, where passenger services/facilities need to be enhanced due to the size of today’s vessels and the large number of passengers they accommodate.

Improvements: - Create additional berths in order to accommodate the modern/large cruise ships of today. - Create safe anchorages and mooring buoys in various islands as necessary. - Make additional terminals and improve existing terminal services. - Improve the local land transportation of passengers in order to avoid delays on shorex. - Improve air transportation facilities due to increased passenger loads to the home porting destinations. - Create new calling ports in several coastal places and islands. - Advance berth reservations to be implemented by port authorities, facilitating cruise companies planning. - Sea traffic controls to be improved. - Port cost rates to remain competitive. - Pilots and tugs facilities and rules to be reviewed. - ISPS to be improved and fully complied with for some ports.

Specific Actions: - Santorini, construct additional cable car and increase the capacity of the existing one in order to provide better services. - Repair and secure the existing mooring buoys in the Santorini anchorage (4 in total) and construct more - Construct cruise terminal/facilities in Lavrio - Heraklion and Rhodes port/terminal facilities to be improved in order to cover the home porting needs - North Greece cruise port to be allocated with all facilities, from where cruises to the Aegean islands and Black Sea can be performed (preferably Alexandroupolis where the port / berth already exist and needs only terminal(s) to be constructed). The port of Alexandroupolis can easily compete with Istanbul on these cruise routes.

Seafarers Education and Training: - Reform the Maritime Education to elevate standards. - Hotel management education centers need to be established. - Hotel services training schools need to be established.

Training: - More training centers with full facilities, properly certified/audited are required - Safety training courses to be improved for all crew as required - STCW and first aid training to be provided extensively in all training courses - Onboard training from shore school team to be provided, in order to update training of the crew and extend their certifications. - Audit by the competed Central Administration for training schools/courses.
