Municipal Service Delivery Municipalities must ensure that people in their respective areas have at least the basic services they need. The most important services to be delivered by a municipality are: – Water supply – Electricity supply – Sewage collection and disposal – Refuse removal – Municipal roads and storm water drainage – Street lighting – Municipal parks and recreation – Municipal health services These services have a direct impact on the quality of the lives of the people in that specific community, e. g. poor quality water can contribute to an unhealthy and unsafe living environment, thereby limiting attraction of business or industry to the area, ultimately effecting job opportunities for residents. Mobile GIS Traditional definitions: – Mobile GIS is the expansion of GIS technology from the office into the field. A mobile GIS enables field-based personnel to capture, store, update, manipulate, analyze, and display geographic information; – Mobile GIS is the use of geographic data in the field on mobile devices Adopted Mobile GIS definition for municipal service delivery – Mobile GIS is the use of geographic data in the field on mobile devices focusing on information gathering Mobile data capture integrates six essential components: – Rugged handheld computers; – Global Positioning System (GPS); – Camera; – Mapping (GIS)software; – Database software; and – Wireless communications

Mobile GIS Uses GIS Analysis and Decision Making – Execute GIS analysis while in the field – not really needed except for field data capture monitoring Mapping – Create, edit and use GIS maps in the field – not cost effective, use aerial photography, etc and only do annotation Asset Inventory and Maintenance – Create and maintain an inventory of asset location, condition, components and maintenance Incidents and Inspections – Create a portfolio of evidence with regards to complaints and services rendered, e.g. water leaks, illegal connections, site inspections

Municipal GIS GIS is essential for municipal management – large geographical spread and management of visible and non-visible infrastructure At municipalities, GIS deployment varies from one GIS work station environment,to intranet distribution of GIS information, up to a fully integrated information environment – One GIS workstation environment – use mobile GIS for mapping – focus is on base data capture and maintenance (Mapping) – Integrated information environment – focus is on using GIS information to assist the daily business that the municipality conducts (Asset Inventory & Maintenance, Incidents and Inspections) In order for mobile GIS to enhance service delivery at municipal level an integrated information environment should be in existence at the municipality.
