Preparedness Package for Refugee Emergencies 6 PPRE Minimum Preparedness Actions (MPAs) Done all the time by country offices, and Regional Offices / HQ, as a foundation for emergency preparedness Refugee Emergency TO APPEAL TO OPS PLAN Advanced Preparedness Actions (APAs) Implemented when determined as necessary by the Risk Analysis Risk Analysis Scenario-Based Contingency Plan Serves as the basis for the response plan and the (inter- agency) appeal at the outset of the emergency CP Process 2-4 Weeks The PPRE preparedness process…

Preparedness Package for Refugee Emergencies 7 PPRE  The focus of the PPRE approach is on general preparedness everywhere, and more advanced preparedness measures where needed.  This general level of preparedness is guided by the checklist for Minimum Preparedness Actions (MPA)  These MPAs are to be taken regardless of level of risk, and are not linked to a need for contingency planning. Preparedness Package for Refugee Emergencies 9 PPRE Which (if any) of these actions are not being done now? After reviewing the actions detailed in the MPA checklist, answer the following question

Preparedness Package for Refugee Emergencies 10 PPRE The MPA checklist:  Required by all offices everywhere  Is not resource intensive  Should result in achieving the minimum level of preparedness required for the organization  Provides groundwork for knowing when to initiate the Advanced Preparedness Actions (APAs)

Preparedness Package for Refugee Emergencies 11 PPRE One of the actions to be taken per the MPA checklist is risk analysis… “Undertake regular refugee movement risk monitoring, and engage with the inter-agency risk monitoring processes in-country, including those led by the RC/HC …” M2

Preparedness Package for Refugee Emergencies 12 PPRE Risk is systematically analyzed using two factors: Impact – How bad would a particular refugee influx scenario be? and… Likelihood – What are the odds that the emergency scenario will actually occur?

Preparedness Package for Refugee Emergencies 13 PPRE These two factors are defined and given discreet levels of 1-5. Once the levels are agreed, the risk can be plotted on a risk matrix. IMPACT LIKELIHOOD

Preparedness Package for Refugee Emergencies 15 PPRE If routine risk analysis using the PPRE model indicates a medium or high risk of a refugee emergency, then the Advanced Preparedness Actions (APA checklist) must be considered.
