EuropeAid 4 EuropeAid within the « RELEX family » (2) EuropeAid implements the external development aid of the European Commission, as programmed by Directorates General Development and External Relations: o The European Union provides more than 7 billion euro each year in external development aid o More than 150 countries and territories benefit from this aid o Since 2001 EuropeAid has been involved in partnerships with more than external organisations o EuropeAid and EU Delegations: Manage more than 200 Calls for Proposals per year Analyse about project proposals per year Granted about new subventions in 2005

EuropeAid 8 EuropeAid within the « RELEX family » (6) EuropeAid & DG Enlargement The main difference between EuropeAid and DG Enlargement: EuropeAid -provides grants for programs implemented both in pre- accession countries and in developping countries (other than the pre-accession countries) – example: a Croatian NGO intervening in Croatia, but also in Moldova or India… DG Enlargement -provides grants for programs implemented in the pre- accession countries – example: a Croatian NGO intervening in Croatia

EuropeAid 11 Thematic operations (3) – Added value Developed for addressing specific issues worldwide as opposed to a regional or national concern. Executed with a horizontal approach, subsidiary to and complementary to the national cooperation programmes Do not result from a direct negotiation between the state and the EC but proposed by civil society organisations or managed jointly with an international institution Illustration of the EU as a « soft power », willing to spread its common values around the world Actor-oriented: Civil society is identified as an essential partner in most EC thematic programmes and instruments

EuropeAid 12 Thematic operations (4) – The instruments The two instruments (European Instrument for Democracy and Human Rights and the Instrument for Stability) cover the IPA countries (your countries). BUT! Civil society members can apply only for calls for proposals launched under the European Instrument for Democracy and Human Rights! CSOs are not a priority for the Instrument for Stability, which is implemented mostly in collaboration with partners countries authorities, member-states services (including agencies) and international institutions.

EuropeAid 14 Thematic operations (6) – The instruments Local calls for proposals (EC delegations): 72 countries with allocations for CBSS € 45.6 million 4 calls for proposals launched by HQ – 49 million: (1) HR and fundamental freedoms (permanently opened); (2) Transnational and regional activities (June 2008); (3) EU Guidelines on Death Penalty (June 2008) and on (4) Children (Oct./Nov. 2008) 8 “Targeted Projects” - € 11.6 million (approx. 90 % of funds for CSOs) -For more information: EIDHR 2008: How, when and who?

EuropeAid 15 PADOR (Potential Applicant Data On-Line Registration service) (1) In order to apply for Calls for Proposals launched by EuropeAid and the EC delegations or simply if you want to be known as a potential partner of the EC, you must register in PADOR: o PADOR contains data related to the entity itself (administrative data, data related to the sectorial and geographical experience of the organisation, financial data, supporting documents – statuses, financial and audit reports, etc.). This data can be registered, accessed and updated on-line by the organisation, at any point in time. Registration only once; valid for all the Calls for Proposals o The proposal data is still submitted as part of each Call for Proposal, on paper.

EuropeAid 16 PADOR (Potential Applicant Data On-Line Registration service) – Access (2)

EuropeAid 17 CONCORD: European NGO Confederation for Relief and Development 40 members (NGOs, such as Care, Save the Children and national platforms of NGOs, such as Swedish platform, Slovakian platform…), representing over 1600 European Development and Relief NGOs CONCORD is the interface between the European institutions and the European NGDOs, a privileged interlocutor for EuropeAid Main objective: Renewal of the relationship with the European institutions (Powerful and accurate representation of NGDOs, Improvement of legitimacy, Capacity to influence at a high level) Website:

EuropeAid 18 TRIALOG (1) Overall objective: TRIALOG was created in the perspective of the EU enlargement to the new member states, in order to prepare the NGO from these new member states to become aware of their new status as organisations based in donor states and of the new financing possibilities Activities: Trainings, seminars, networking (for instance through newsletters, facilitating project partner search), studies Duration: The project started in 2000, and is now in its third phase due to last until 2009.

EuropeAid 19 TRIALOG (2) New member states: Platforms from new Member States are closely involved in and supported by TRIALOG activities. Accession countries: NGOs from accession countries have participated in activities like trainings and seminars A TRIALOG capacity building event will take place in Skopje on October 2008 (first time in a candidate country) Website:

EuropeAid 20 DECIM (Donor Exchange, Coordination and Information Mechanism) (1) Aim: better coordination of public and private donors, as a means to support civil society organisations o Reflect the priorities identified by Civil Society o Test and promote good practice for donor coordination in the new EU Member States, the Balkans, the Confederation of Independent States, Turkey and countries covered by the ENPI (European Neighbouhood and Partnership Instrument) DECIM is a practical application of the Paris Declaration

EuropeAid 21 DECIM (Donor Exchange, Coordination and Information Mechanism) (2) What has been achieved so far? the DECIM website o Set up by the Canadian International Development Agency o Civil Society development specialists in donor agencies exchange through this website The Civil Society facility for the Western Balkans, shaped by substantial inputs from practitioners at DECIM annual roundtable (Sept. 07) Joint-learning seminars organised for DECIM participants to promote better understanding of procedures, funding gaps and best practices in the area of Civil Society development

EuropeAid 22 ECAS (European Citizen Action Service) Non-profit organization providing advice to CSOs on how to lobby, fundraise, and defend European citizenship rights o Training NGO representatives from the new member states and neighbouring countries to become EU specialists. o Promoting better access to European funds for NGOs
