The process of investment in construction of non- governmental renewable power plants In parallel with fulfillment of principle 44 of the Constitutional Law concerning improvement and development of partnership of private sector in the national economic activities and for the purpose of protecting fossil energy sources and environment, assisting in diversification of energy sources aiming at sustainable development and passive defense and also in parallel with encouraging the private sector to invest and participate in the generation of electricity from renewable and clean sources, Ministry of Energy has put among its policies the guaranteed purchase of electricity generated by these power plants. ln this regard, based on approval No.94/23773/60/100 dated July 21, 2015 of the respected minister of energy, the electricity generated by those power plants is purchased as follows. 13

Applicants for constructing nongovernmental renewable power plants shall send to this organization the respective worksheets together with a written application plus the required documentations including statute, official gazette, notice of registered changes of company and specifications of the site so that a construction license for a specified capacity in a definite location is issued. After obtaining other required licenses such as the license for environment, network connection and land possession, a contract for purchasing long term electricity will be exchanged with the applicant so that the applicant commences executive operations for the period of power plant construction. ln the garbage-based biomass power plants and small hydro power plants, permits for the use of garbage-based biomass power plants and water transmission lines and flows are required, respectively. It should b noted that Ministry of Energy and the Renewable Energy Organization of Iran are not able to grant any facilities and concessions to execute the projects of private sector and it will pay for the cost of generated electricity only after the completion of power plant in accordance with the guaranteed purchase contract. 16

وضعیت انرژی باد در استان خوزستان : براساس مطالعات انجام شده و نصب دکل و تجهیزات لازم و برداشت اطلاعات باد از قبیل سرعت ، جهت و دما در ارتفاعات 10 ، 30 و 40 متر در شهرهای : آبادان خرمشهر اروند کنار ماهشهر هندیجان شوشتر ایذه نشان از وجود پتانسیل بالای احداث نیروگاه بادی در استان خوزستان دارد. که در این راستا مناطق جنوبی استان در سواحل دریا از سرعت باد نسبتا مطلوبتری برخوردارمی باشند. متوسط سرعت باد در استان خوزستان در مناطق مطالعه شده آبادان و ماهشهر حدود 7 متربرثانیه می باشد و بر اساس مطالعات انجام شده نصب توربینهای بادی با قدرت 1. 5 مگاوات و 2 مگاوات کاملاٌ اقتصادی و مقرون به صرفه می باشد. 23 Wind Points
